Franchise Utilities Coordinator

Responsibilities

Develops and maintains good working relations with franchise utilities to assist with the relocation of their infrastructure for City construction projects
Collaborates extensively with franchise utilities to provide and review plan documents and land records, identify conflicts, identify the most efficient resolutions and provide continual communication from design phase to completion of construction for City projects
Assists with coordination and communication during times of natural or man-made disaster that activate the City’s Public Works Incident Response and Recovery Plan or the City’s Emergency Operations Center
Attends meetings with franchise utility companies and contractors to review methods of construction, to assure compliance with applicable City ordinances, and resolve conflicts in the public right-of-way
Review engineering plans for development projects to better predict their implications for franchise utility relocations and/or removals
Communicate with franchise utility companies to navigate, mitigate, and resolve utility conflicts with proposed CIP, public works, and other City departments’ projects
Oversees and coordinates the utility relocation schedules with the project schedules with project managers
Conduct monthly utility coordination meetings to organize utility relocations to facilitate construction of City projects
Maintains and reports on the status of active franchise utility conflicts and relocation schedules, ensuring timely coordination with project managers and other departments. Takes necessary follow-up actions as required to ensure utilities adhere to reasonable schedule per the CIP critical path
Provides project status updates and reviews to the CIP Manager and other staff as necessary
Reviews Right of Way (ROW) Exhibits and engineering plans and coordinates with appropriate franchise utility companies and City staff
Coordinates construction inspection with the Project Manager, Right-of-way Manager, Consultants and others involved in the utility relocation project for conformance with the approved plans and specifications, and adherence to the City’s right-of-way ordinance
Responds to inquiries and issues related to franchise utility conflicts from the utility companies, staff, engineers, and contractors
Monitors franchise utility company attendance to monthly meetings
Meets on-site with engineers, contractors, and subcontractors, as needed, to assist with the relocation process
Provides input for developing standard processes and specifications for franchise utility relocations including process diagrams for capital projects, standard drawing details that are not covered in the right-of-way ordinance, etc
Coordinates with agencies such as TxDOT, NTTA, and railroads to acquire necessary permits and ensure consistent communication. Attends preconstruction and progress meetings, and interfaces with developers, contractors, and residents regarding construction activities
Travels to construction sites to monitor progress and coordinate conflicts, to attend meetings, and training
Perform other duties as assigned or directed

Required

A Bachelor's degree in Architecture, Engineering or Engineering Technology, Planning, or closely related Field
Three (3) years of right-of-way, franchise utility, or construction experience
Must pass a drug screen and background check
Must have Class C Texas Driver's License

Preferred

A Bachelor's degree in Civil Engineering
A strong background working with a municipality, particularly in a fast-growth or progressive community
