Assistant to the County Administrator

NEOGOV is seeking an Assistant to the County Administrator for Rock County. This high-level position supports the County Administrator in managing key county operations, overseeing projects, and developing policy, while also handling confidential matters and ensuring efficient departmental coordination.

Responsibilities

Responsible for developing and implementing a comprehensive community relations strategy (events, communication, social media, website, FOIA, etc) whose cornerstones are branding, communication & relationships with residents
Coordinates and oversees special projects as assigned by the County Administrator
Assists the County Administrator with oversight of the administrative and management functions of the County; acts in his or her absence with appropriate authorization; recommends and implements administrative practices to ensure purposeful use of human, financial and physical resources and assists with the annual budget process as needed
Assists in the preparation of meeting agendas & materials for various committees and meetings as requested and manages meeting logistics
Provides or arranges for information, reports and studies for the County Board, Committees, Boards or Commissions as directed by the County Administrator
Recommends objectives and associated goals for various departments/services to achieve the most cost efficient and effective operation possible
Serves as a mediator for issues, like problems and disputes involving Staff, Committees, public and intergovernmental matters as delegated by the County Administrator
Assists with research, application, implementation and associated coordination of grants, grant deliverables, tracking and reporting

Required

Bachelor's degree from an accredited college of university with major course work in public administration, public relations, business administration or a related field
Minimum of five years of progressively responsible experience in local government
Must possess and maintain a current unrestricted (not due to corrective lenses) driver's license and auto insurance pursuant to the Rock County Administrative Policy and Procedure 5.02 and 5.27
Ability to represent the County appropriately with tact, professionalism, and diplomacy at a variety of community events and activities in support of positive public relations initiatives; interacts effectively with a wide range of people, including high-level government officials, community leaders, county employees and members of the general public
Skill to develop and maintain effective and appropriate liaison relationships with the County Board, elected officials, County employees and representatives of other agencies and local governments
Knowledge of modern office management practices, standard office automation software along with specialized software used in agenda management, website management, email and calendaring programs
Skill and ability to follow instructions, execute job duties in challenging, stressful situations
Skill and ability to follow and function within the organizational structure
Ability to exercise considerable judgment, initiative, strategic visions, and discretion
Must demonstrate exemplary ethics and act with integrity
Ability to think analytically and apply sound judgment, solve problems, and make effective decisions
Must possess the ability to pay attention to accuracy/attention to detail with multi-tasking capabilities
Excellent verbal and written communication skills, including analytical report writing
Ability to interpret and explain complex policies, processes, regulations, and applicable laws
Ability to plan, direct and evaluate the work of others, while maintaining positive working relationships
Considerable independent judgment, personal discretion, and resourcefulness are needed to interpret circumstances, and to make decisions in major areas where there may be uncertainty in approach, methodology, and interpretations
Ability to work independently and prioritize the work of self and others to meet deadline
Excellent time management skills, with proven ability to continuously manage multiple tasks, competing demands, and dealing with frequent changes, delays, or unforeseen circumstances
Ability to be a collaborator to work with teams of employees from all levels of the organization to accomplish specific goals and objectives
Innovation and proven experience in conflict resolution and problem solving are critical as they aid in the research and evaluation of issues, proposal of actions, policies and solutions for a growing and progressive community
Ability to maintain prompt and regular attendance
