Responsibilities

Assist in maintaining the fiscal integrity of the District
Develop short-term and long-range plans for business operations within the District
Provide leadership in collective bargaining on behalf of the District
Develop the annual budget in cooperation with college representatives; oversee the administration of the budget at a district-wide level; chair the shared-governance committee responsible for fiscal and budget activities
Plan, organize, evaluate, and manage business operations of the District including general accounting, internal and external audits, payroll, accounts payable, fiscal services, budget, and contract administration
Review, monitor, and approve district-wide structure and operations to ensure compliance with proper controls, standards, policies and procedures; consolidate operations from colleges to the District where appropriate; implement changes and enforce compliance
Draft District fiscal policies for Board adoption; develop and document standard accounting procedures; assure compliance with California Community Colleges Accounting and Budgeting Manual
Prepare or analyze financial data as it relates to the financial status of the District
Prepare Board agenda items on financial matters and make appropriate presentations to the Board
Assess the fiscal impact of statewide or legislative proposals on the District
Provide guidance to Vice Presidents of Business Services on budget development and management, accounting practices, cash handling, internal controls, and related matters
Supervise all fiscal matters of the District, including investments, financial aid, and accounting; assist the colleges with the fiscal management of the childcare centers, food services, and bookstores
Plan and coordinate the fiscal year-end process with the colleges to ensure the accuracy of the District’s annual financial statements
Coordinate operations of the information technology system as it relates to the integrity of fiscal data, accounting procedures, internal controls, and reporting, including the specifications for any new systems or enhancements
Plan and coordinate the annual audit; assist the external audit firm in drafting the annual financial report; ensure that management letter comments are addressed appropriately
Serve as a member or chair of various committees related to policy, procedure, or financial matters; represent the District on a variety of committees
Drive a vehicle to college campuses as needed to attend meetings and carry our responsibilities
Supervise and evaluate the performance of assigned employees, set performance requirements and goals, monitor and coach for improvement, promote excellence and customer service, and take disciplinary action if needed according to District rules
Work collaboratively and professionally with faculty, staff, students, and stakeholders from diverse academic, socioeconomic, cultural, disability, gender identity, and ethnic communities
Demonstrate cultural humility, sensitivity, and equity-mindedness in working with individuals from diverse communities; model inclusive behaviors; and achieve equity in assignment-related outcomes

Required

A bachelor's degree or equivalent from an accredited college or university in business administration, accounting, or related field AND five years of fiscal management experience, including fund accounting
A certified license as a Certified Public Accountant (CPA) AND four years of fiscal management experience, including fund accounting
A master's degree or equivalent from an accredited college or university in business administration, accounting, or related field AND four years of fiscal management experience, including fund accounting
Valid California driver's license
