Executive Director of Business Services

Federal Way Public Schools is seeking an Executive Director of Business Services to lead various financial and operational functions within the district. This role involves overseeing departments such as accounting, payroll, and budgeting while ensuring alignment with the district's strategic plan and equity policy.

Education

Responsibilities

Lead and direct the District’s Accounting, Purchasing, and Budget and Grants Departments, including oversight, management, and evaluation of personnel, business processes, materials, equipment, and programs
Develop skills and abilities of staff within various departments, including, Accounting, Payroll, Purchasing, and Budget and Grants departments; assess and integrate best practices into all activities ensuring efficient and effective operations
Provide vision and direction to the Payroll Department in collaboration with the CFO and Directors of Payroll and Budget Services
Analyze, determine, implement and report on policies, guidelines, priorities, and the scheduling of various ongoing projects
Assists the Chief of Finance and Operations in the preparation of the budget. Maintains continuous control of school district expenditures as prescribed by the budget
Directs the accounting and purchasing policies of the District, including purchasing supplies, materials and equipment in a fiscally responsible manner, and related storage and distribution
Analyze business practices to insure proper quality control and performance standards are in place and standards are met to increase District operational efficiencies
Maintain and oversee the training of other staff as appropriate on the District’s Business Office protocols and standard operating procedures
Develop appropriate procedural and service-oriented feedback loops regarding regular work, projects, and services in the Business Services Department
Analyze, evaluate and provide regular program feedback with suggested plans for amelioration of any targeted areas of concern to the CFO and other stakeholders
Participate in the District budget planning process, including determination of the need for all programs and departments
With the appropriate staff develop, manage, and report on the departmental budgets assigned within the Business Services Department
Participate and lead as appropriate in the selection, assignment, development, and evaluation of supervisory personnel
Represent the District on various internal and external boards, committees, and functions as needed and serve as a member of the Superintendent’s Cabinet
In the absence of the CFO act as a key advisor in major financial and operational decisions
Attend all board meetings, preparing and sharing information related to all areas of responsibility
Develop and present reports and oral presentations to the Board and others, as assigned
Monitor legislative action and obtain legislative interpretations affecting areas of responsibility
Ensure compliance in all programs required by industry or governmental standards
Maintain current knowledge of rules, regulations, legislation, technology, and procedures governing areas of responsibility
Use technology for analysis, recordkeeping, communication, presentations, training, and workshops
Possess knowledge of and adhere to Governing Policies and District Regulations and Procedures
Participate in special projects as assigned and perform related duties and key responsibilities consistent with the scope and intent of the position

Required

Master's degree in business or public education administration. Qualifying experience may substitute for educational requirements
Five years of successful administrative experience in a school district or other large public agency
Criminal background clearance
Valid Washington State driver's license
Governmental accounting fundamentals
Payroll regulations, including FLSA, IRS, DRS, L&I, and unemployment
Budgeting and projecting costs
Federal and state grant accounting regulations
Demonstrated ability to establish and maintain effective working relationships with a variety of people in a multi-cultural, diverse socio-economic setting
Demonstrated ability to communicate clearly to a variety of constituents both orally and in writing
Ability to maintain confidentiality, work under pressure and meet established deadlines
Learn and interpret laws and regulations governing school finance, federal and state grants, and other categorical programs
Prioritize, organize, construct, implement, and monitor timelines and meet deadlines on projects and reports
Extract, interpret, analyze, and compile data from district records for effective reporting
Provide training and direction to district staff
Work independently of daily supervision
Demonstrate success working in a team environment
Be flexible and work effectively under pressure
Evaluate processes for efficiency and effectiveness and present recommendations when necessary
Ensure quality, timeliness, and confidentiality of information
Demonstrate basic knowledge of technology and willingness and ability to increase knowledge to proficiency
Participate as a member of the superintendent's leadership team
Perform essential duties and responsibilities with or without reasonable accommodations
Knowledge/awareness of own cultural identity and how this influences behavior, and desire to learn about the cultural identity of others
Ability to establish and nurture an environment that promotes cultural competence, anti-racism, and equitable treatment of staff, students, and patrons of the District
