Health Systems Supervisor

Responsibilities
Leads, supervises, coordinates, and participates in the operational activities for an assigned information systems work group, which may include application development, application support, end user support and training, server administration, or systems security
Selects, trains, motivates, and evaluates information technology personnel
Plans, prioritizes, assigns, and reviews the work of staff responsible for developing, implementing, and maintaining hardware and software applications, and providing non-technical support to system users
Analyzes information systems requirements and designs and implements processes and/or improvements that promote increased efficiency and effectiveness; identifies resource needs, drafts or updates system documentation; coordinates and provides user training as appropriate; and allocates resources accordingly
Provides technical leadership and direction in all phases of software and hardware selection, product development, implementation, testing, and support
Manages assigned projects and budgets; monitors project and budget performance and compliance with applicable specifications, rules, regulations, and laws related to information systems analysis; and ensures quality and timeliness of work performed
Conducts research on new and evolving computer technologies and recommends systems and improvements for the Department; prepares analytical and statistical reports
Guides the development of new or enhanced HSD systems, policies, and practices
Participates in the development of policies and procedures; monitors work activities to ensure compliance with established policies and procedures; and makes recommendations for changes to existing standards and procedures
Supports Epic Tapestry module and creates claim rules, member co-pay and deductible set-up, plan set-up, benefit set-up, and provider set-up, and works collaboratively to program computers to comply with rules
Manages the Performance Management Unit and advises the CEO on business and policy issues and decisions relating to health care systems management
Prepares and analyzes reports as requested by the CCHP CEO and COO to assist in future planning for the Health Plan
Qualification
Required
Possession of a bachelor's degree from an accredited college or university with a major in Computer Science, Medical Informatics, Healthcare Administration, Health Sciences, Business Administration, Public Administration, Engineering, or a closely related field
Three (3) years of full-time, or its equivalent, experience as a manager, supervisor, or project lead in an information technology environment having responsibility for one or more of the following areas: application support, development/programming, data analysis and report development, systems analysis, technical support and/or network or server administration, at least two (2) years of which was in a health care information systems environment
Possession of a Master's Degree from an accredited college or university with a major in one of the fields noted above may be substituted for one (1) year of the required experience
One (1) additional year of qualifying experience noted above may be substituted for the required academic major; OR
Additional qualifying experience may be substituted for the required education on a year-for-year basis, up to a maximum of two years
Possession of professional technical certifications can substitute for up to a maximum of two (2) years of the required education. Each of the following current and valid certifications can be substituted for six (6) months of required education: Any of the following Epic certifications: Ambulatory, Tapestry, Epic Resolute Hospital Billing, Epic Care Everywhere, Health Information Management, Prelude (Grand Central), EpicCare Inpatient (ClinDoc), Epic Client Systems Administrator/Manager (ECSM), or Operational Database Administrator
Certified Associate in Healthcare Information and Management Systems (CAHIMS)
Health Level 7 (HL7) certification
VMWare Certified Professional (VCP), VMWare Certified Advanced Professional (VCAP), VMWare Certified Design Expert (VCDX)
Cisco Certified Network Professional (CCNP), Cisco Certified Internetwork Expert (CCIE)
