Responsibilities

Coordinates and executes the full lifecycle of Enterprise procurements on behalf of the Chief Procurement Office
Makes recommendations on improving existing departmental guidelines, policies, and procedures; develop schedules, priorities, and standards for achieving procurement program goals
Ensures compliance with State of Texas procurement laws, regulations, rules, policies, and procedure
Oversees the distribution of bid invitations to vendors; reviews submitted proposals for administrative compliance
Oversees or prepares the scope of work, specifications, and conditions for new contracts; prepares contracts; leads negotiations; and awards new contracts
Serves as a resource to other Contract and Vendor Management staff on escalated issues of an unusual nature
Provides customer consultation, evaluates customer requirements, and advises in the development of contract specifications to achieve optimal balance between best value and cost savings; includes conducting customer work groups to gather input for use in developing RFO specifications
Performs other work-related duties as assigned

Required

Graduation from an accredited four (4) year college or university with major course work in business, public administration, accounting, management, or a related field
Six (6) years of experience in developing and implementing procurement-related processes, participating in, and developing solicitations, managing procurement projects, interacting with business units and legal counsel, and conducting vendor discussions
Certification as a Certified Texas Contract Developer (CTCD) must be obtained within six (6) months of employment if not already certified, unless otherwise approved by Supervisor
Certification as a Certified Texas Contract Manager (CTCM) must be obtained within one-year (1) of employment if not already certified, unless otherwise approved by Supervisor
Knowledge of State of Texas procurement laws, regulations, rules, policies, and procedures
Knowledge of laws governing state purchasing and Historically Underutilized Business program participation
Knowledge of purchasing methods and procedures, purchasing sources, prices, market factors, product characteristics and technical specifications
Skill in analyzing and interpreting trade publications, literature, and manufacturer's specifications
Ability to gather, assemble, correlate, and analyze facts and devise solutions to procurement challenges
Ability to prepare and/or make presentations to the agency's Board
Ability to establish and maintain effective and cordial working relationships at all organizational levels, including agency management, direct supervisors, co-workers, internal, and external customers
Ability to work independently and as part of a team, and to support and contribute to a cohesive team environment
Ability to understand, follow, and convey brief oral and/or written instructions
Ability to communicate both verbally and in writing, in a clear and concise manner
Ability to work a flexible schedule to meet required deadlines
Ability to work under pressure and exacting schedules to complete assigned tasks
Ability to comply with all agency policies and applicable laws
Ability to comply with all applicable safety rules, regulations, and standards
Ability to maintain the security and integrity of any critical infrastructure researched, worked on, or accessed for work purposes
Proficiency in the use of a computer and applicable software necessary to perform work assignments e.g., word processing, spreadsheets (Microsoft Office preferred)
Regular and punctual attendance at the workplace
Criminal background check
