Deputy Finance Director of Strategic Procurement
City of Roswell, Georgia is seeking a Deputy Finance Director of Strategic Procurement to provide enterprise-wide leadership for the City’s procurement and contracting functions. This role is responsible for transforming procurement into a strategic, service-oriented function that supports the timely delivery of capital projects and operational needs across the organization.

Responsibilities
Leads the City’s strategic procurement and contracting function as an enterprise service, supporting all departments
Establishes Citywide procurement strategies, standards, and service expectations aligned with organizational priorities and departmental needs
Serves as a strategic advisor to department directors and senior leadership on procurement planning, risk, market conditions, and sourcing strategies
Oversees procurement planning and execution for capital projects, operational contracts, and professional services across all departments
Ensures procurement methods and timelines align with project delivery schedules and operational requirements
Supports departments in selecting appropriate solicitation methods and contract structures within applicable legal frameworks
Ensures compliance with City, State, and Federal procurement laws, City charter and ordinances, grant requirements, and audit standards
Establishes and maintains internal controls, procurement policies, and standardized contract terms that balance speed, accountability, and risk mitigation
Aside from the City Administrator, serves as the City’s senior authority on procurement compliance, contract interpretation, protests, and procurement-related risk exposure
Leads modernization of procurement workflows, systems, templates, and processes to improve responsiveness, consistency, and service quality Citywide
Develops performance metrics and service standards for procurement services, including cycle time, customer responsiveness, and project support effectiveness
Identifies and implements process improvements and technology solutions that reduce administrative friction for departments
Directs, supervises, and evaluates procurement staff; establishes expectations for service quality, accountability, and professional judgment
Builds staff capability in complex contracting, negotiations, and capital procurement strategies
Promotes a culture of collaboration, problem-solving, and a service-oriented approach
Educates and trains city employees on procurement policies, processes, and best practices
Serves as the City’s primary procurement liaison with vendors, contractors, consultants, auditors, and regulatory agencies
Leads negotiations and resolution of complex or high-risk procurement and contract matters
Represents the City in procurement-related meetings, audits, and reviews
Performs other related duties as required to support City operations
Qualification
Required
Bachelor's degree in Finance, Accounting, Business Administration, Public Administration, or a related field required
Five (5) or more years of progressively responsible experience in public-sector procurement, contracting, or financial management
Demonstrated experience supporting multiple departments and complex procurements in a municipal or governmental environment
Advanced knowledge of public-sector procurement and contracting laws and practices
Ability to support both capital and operational procurement across diverse departments
Strong executive judgment in balancing speed, compliance, and transparency
Ability to operate effectively in a politically visible environment
Established understanding of data-driven decision making
Strong communication, negotiation, organizational, and stakeholder-management skills
Demonstrated ability to lead organizational change and improve service delivery
Preferred
Public procurement or contracting certification (e.g., NIGP-CPP, CPPO, CPPB) is highly preferred
