Montgomery County Government is seeking an experienced individual for the position of Urban District Manager (Program Manager II) to oversee the operations of the Silver Spring central business district. The role involves managing a team, ensuring compliance with safety regulations, and enhancing community engagement through various projects and services.

Responsibilities

Building and maintaining relationships with local businesses, community groups, and County agencies to ensure the district remains vibrant and responsive to stakeholder needs
Overseeing daily operations such as streetscape maintenance, public space improvements, and coordination with public works teams. Experience in urban services, project planning, and logistics is preferred
Leading diverse teams, including the Clean and Safe team (commonly referred to as the "Red Shirts"), with strong personnel management, team coordination, and leadership skills
Maintaining detailed records, managing inspections, and communicating effectively across departments. Strong administrative, documentation, and communication skills are essential
Designing and implementing special projects that enhance the district’s cleanliness, safety, and appeal. Candidates should be skilled in program design, evaluation, and cross-sector collaboration
Managing the budget for all aspects of operations, including preparing reports, projections, analyses, and action plans
Representing the Urban District in internal and external meetings with developers, residents, businesses, and others inquiring about operations
Initiating and directing planning projects and service delivery to ensure expansion aligns with the needs and priorities of the Urban District. Collaborating with business owners, County agencies, and community groups to develop and manage programs that keep the district clean, safe, and welcoming
Managing a leadership team and line staff, including over twenty (20) union-represented employees. This includes maintaining operational systems, protocols, guidelines, policies, and procedures, and revising them as needed to improve efficiency
Managing contracts, including preparing requests for proposals (RFPs), reviewing bids, administering funds, and overseeing contractor performance
Coordinating with private, County, and State stakeholders to align plans, priorities, and resources that impact services to Urban District constituents, including streetscape maintenance and public assistance
Conducting management studies, which may involve organizational analysis, productivity improvements, policy and procedure development, and system design
Repair projects – sidewalks, walk/bike paths, curbs and ramps and light construction
Landscaping management– grounds and tree maintenance
Beautification and Safety services - graffiti abatement, street sweeping, lighting repair
Promotion – community and business outreach, activities, and special events
Coordination of program delivery with several county agencies, local businesses and outside organizations

Required

Five (5) years of professional experience related to financial management, human resource management, budget administration or contract administration or working in an urban district or business improvement district environment
Graduation from an accredited college or university with a bachelor's degree
Possession and maintenance at all times of a valid Class 'C' (or equivalent) driver's license from the applicant's state of residence
Successful completion of a pre-employment medical evaluation, which includes a physical examination and drug screening
Excellent written and verbal communication skills
