Responsibilities

Plan, direct, monitor and evaluate the effectiveness of a comprehensive Countywide technology services programs or policy, including needs assessment, service delivery design and planning, implementation, evaluation and regulatory enforcement
Direct, supervise, evaluate and counsel assigned staff in the development of programming and systems solutions to customer needs
Assist in the preparation, administration, review and evaluation of the program budget
Direct, coordinate, and participate in the development and implementation of program goals, objectives, policies, procedures and priorities that balance both customer needs and professional standards and practices
Act as liaison between technology services management team, senior level management, and program staff to ensure that all appropriate policies and guidelines are followed
Maintain an effective working relationship with a variety of public and private organizations, including other department staff, County departments and agencies; consult with other managers on relevant program issues, develop alternative strategies for dealing with technology system needs and assist in the implementation of solutions as necessary
Consult with other internal program managers on relevant program issues; develop alternative strategies for dealing with departmental needs and assist in the implementation of solutions as necessary
Conduct or participate in negotiating contracts with outside vendors, consultants or organizations; monitor and evaluate fiscal and legal liability of same
Prepare, administer and monitor project budget to ensure the accomplishment of program and service objectives within budget restrictions
Coordinate and direct each project phase: feasibility, requirement definition, detail design, programming and testing, implementation and maintenance for medium to large scale projects, and may serve as project manager for designated projects
Confer with technology services management and departmental user staff regarding project status; provide regular project status reports
Assist user departments to formulate automation options and long-term strategies to meet their technology requirements
Assign project work units and follow up to insure completion
Develop, maintain and implement project plans
Ensure that project issues tracking, issue resolution and change control procedure are defined and implemented
Provide highly complex staff assistance to senior level management and other departments
Prepare detailed written reports, policies, procedures and contracts
Setting and tracking individual goals and accomplishments
Ensuring performance metrics are met
Perform related duties as assigned

Required

Extensive experience of Microsoft System Center Configuration Manager
Knowledge of InTune endpoint management support
Basic concepts of Audio/Visual equipment
Principals of patching
Industry best practices for computer support in an enterprise environment
Proven track record of developing and implementing programs, program goals, objectives, policies and priorities
Experience or knowledge of navigating in a public sector work environment
Excellent business and political acumen to successfully execute objectives
Proven track record managing multiple priorities and deadlines, teams, and projects
Ability to manage the intricacies of all phases of the hardware lifecycle to support County departments
Self-starter who is responsible for ensuring all work duties are being assigned, tracked, and completed on time and on budget with error free accuracy
Adaptable to change with strong organizational and people skills
Ability to establish strong working and interpersonal relationships
Proven ability to lead, motivate, and coach others
Excellent written and verbal communication skills
Advanced principles and practices of program management, including planning, implementation and evaluation

Integrate a variety of activities and services to achieve program goals, objectives and priorities
Work cooperatively with other County departments and public and private organizations
Analyze problems accurately, develop recommendations and take appropriate action to resolve them
Prepare complex and detailed written reports, procedures, grant applications and contracts
Use initiative and sound independent judgement within established procedural guidelines
Maintain accurate records and file
Organize work, set priorities and meet critical deadlines
Establish and maintain effective working relationships with those contacted in the course of the work
Utilize appropriate interpersonal style and methods of communication to gain acceptance, cooperation, or agreement of a plan, activity, and/or program idea
Communicate effectively both orally and in writing
Analyze complex operational, programming and systems problems, evaluate alternatives and reach sound conclusions
Plan, schedule and manage large-scale projects
Identify critical paths and jeopardies
Negotiate agreement between differing individuals and groups of individuals
Supervise, evaluate and train assigned personnel
Three years of increasingly responsible experience in systems development or programming including one year in a project lead capacity
