Commerce Specialist 3 (with in-training option)
NEOGOV is seeking a Commerce Specialist 3 to work within the Department of Commerce, specifically in the Housing Division. The role involves assessing organizational and programmatic risks, providing technical assistance, and developing program policies to support youth and young adults experiencing homelessness in Washington State.

Responsibilities
Assess organizational and programmatic risks to inform and conduct grantee monitoring
Develops, completes, and verifies written organizational and programmatic risk assessments to inform the development of grantee monitoring plans
Develops monitoring tools, forms, and reports to standardize monitoring practices and activities in alignment with HD Contract Management Policies and Procedures
Conducts programmatic monitoring, onsite and/or at assigned workstations, and publishes findings in monitoring reports shared with grantees and program managers to ensure grantee compliance with contract requirements, policies, procedures, and guidelines, and identify technical support needed
Collaborates with the Data and Performance Unit (DPU) to ensure OHY grantees have access to data management systems and are collecting and improving data quality as specified by DPU
Evaluates grantee activities by analyzing qualitative and quantitative data to ensure program effectiveness and performance including advancing equitable outcomes for youth of color and those who are 2SLGBTQIA+
Ensures grant managers and colleagues are informed of HD contract management, policies, procedures and practices by communicating updates and changes regularly during staff meetings
Develops and maintains cooperative relationships with grantees including periodic site visits to understand the scope and continuum of services available to youth and young adults in the grantees geographic area
Provides guidance on contract requirements, program best practices, and performance expectations
Serves as a subject-matter expert on a continuum of programs, services, and initiatives that address the needs of youth and young adults at risk for or experiencing homelessness
Provides consultation to grantees and program staff regarding contract requirements, best practices, and effective program design while centering youth and young adults who experience higher rates of homelessness including youth of color, 2SLGBTQIA+, and those with disabilities
Drafts and updates written program policies, procedures, guidelines, and related program forms to keep program staff and grantees informed of contract and performance expectations
Develops and guides new programs and initiatives, in coordination with the Best Practices Manager and Quality Assurance Director
Participates in team and unit meetings to understand and clarify expectations regarding grant activities, priorities, and procedures
Represents Commerce at professional, local, state, regional, or national meetings as it relates to contract monitoring, grantee performance, technical assistance and best practices
Provides advanced subject matter expertise and technical assistance to OHY grantees and system partners regarding services, best practices, and outcomes
Reviews programmatic monitoring to identify opportunities for grantee technical assistance and support
Develops individualized technical assistance (site visits, virtual office hours, etc.), performance improvement, or corrective action plans with grantees who need additional support or have monitoring findings
Keeps program managers informed of performance issues that arise or are resolved with grantees
Participates in system and agency partner workgroups regarding program and service delivery as needed (ex. child welfare, education, health and human services, communities of practice, etc.)
Provide broad technical assistance, training, and support to grantees and partners (webinars, training, written materials, etc.) to help them understand the scope and objectives of program services
Qualification
Required
Any combination of six (6) total years of experience. This could be gained by a combination of relevant education beyond high school equivalency and/or professional-level experience in housing finance, homeless services, youth development, mental/behavioral health or related field of study
Experience must include two or more of the following areas: Providing technical assistance to community-based organizations and service providers
Developing and/or delivering training using a variety of methods
Managing and/or monitoring programs, projects, and/or contracts
Developing, maintaining, and updating program policies, procedures, guidelines, objectives, and/or programmatic-related forms
Working with and understanding the principles and best practices of homelessness, housing and/or social service programs
Education involves study in housing finance, social sciences, health and human services, business, public administration or related field
Any combination of seven (7) total years of experience. This could be gained by a combination of relevant education beyond high school equivalency and/or professional-level experience in housing finance, homeless services, youth development, mental/behavioral health or related field of study

Working with and understanding the principles and best practices of homelessness, housing and/or social service programs
Lived experience with housing instability and/or experience navigating and receiving services from public systems such as homeless and housing services systems, foster care, the criminal legal system, or behavioral health system may substitute for two years of professional experience
Education involves study in housing finance, social sciences, health and human services, business, public administration or related field
Preferred
Understanding of the intersection of race and gender as it relates to efforts to address youth and young adult homelessness
Experience with state contracting procedures and systems
Experience working with or for human service oriented non-profit agencies
Experience working with Homeless Management Information System (HMIS)
Knowledge of specific housing and fiscal data systems such as the Department of Commerce's Contracts Management System (CMS)
Experience working with youth and young adults who experience higher rates of homelessness and housing instability, such as BIPOC, 2SLGBTQIA+, and young people with disabilities
Experience working with or as a participant in partner and/or agency workgroups
Experience creating data visualizations, analyzing data, and/or performance outcomes
Experience with one or more program subject areas including state and federal housing assistance eligibility requirements, street outreach methodologies, licensing requirements for residential programs serving minors, or lease, income verification, and payment standards for the provision of housing assistance
