Responsibilities

Conducts inspections, performing research to determine property ownership and responding to inquiries and complaints from the general public on zoning matters; responsible for maintaining various records associated with inspection cases
Enforces the Zoning Ordinance by surveying, inspecting, and investigating complaints and reviewing permit requests for zoning, occupancy requirements, business licenses, home occupations and site plans for new commercial construction
Receives and reviews complaints concerning allegations of zoning violations and performs inspections, as necessary
Performs administrative duties by preparing notices of code violations, forms and letters advising owners and tenants of violations and time requirements, preparing and maintaining inspection and related reports, ascertaining and verifying the correction of violations, and explaining the requirements of zoning standards and ordinances to property owners, building contractors and other interested parties
Keep daily log of inspection results and enters results into database and mobile based computer; maintains weekly, monthly, and annual data as related to zoning cases
Represents the department at community meetings, interdepartmental meetings and other forums to promote and explain objectives, referring issues to appropriate divisions, departments or agencies
Attends training sessions for continued education and statewide and/or local ordinance changes
Performs other duties as assigned

Required

Knowledge of municipal ordinances governing zoning and planning
Knowledge of inspection techniques and procedures related to zoning and planning and routine legal procedures associated with the enforcement of laws and ordinances
Knowledge of the principles and methods of enforcing municipal codes
Knowledge of local laws, ordinances, and codes
Knowledge of the methods of investigation utilized in zoning and planning inspections
Knowledge of legal property descriptions
Knowledge of regulations and requirements for court evidence documentation
Knowledge of modern methods, practices and techniques of general construction and commercial development to include project blueprints, site plans, and technical schematics
Knowledge of occupational hazards, safety precautions and safety regulations related to construction sites and property inspections
Knowledge of common safety rules, regulations, procedures and practices
Utilizes a personal computer with word processing, spreadsheet, and related software to effectively complete a variety of administrative tasks with reasonable speed and accuracy
Develops and maintains cooperative and professional relationships with citizens, employees, managers, and representatives from other departments and organizations
Uses logic and reasoning to understand, analyze, and evaluate situations
Anticipates, identifies and evaluates potentially dangerous, unusual or deviating situations
Diffuses emotional situations and exercises appropriate judgment to establish priorities and take prompt action for problem resolution
Ability to plan and organize daily work routine
Establishes priorities for the completion of work in accordance with sound time-management methodology
Ability to communicate ideas effectively, including the preparation of reports and logs
Ability to listen and understand directions, information and ideas presented verbally and in writing
Ability to handle a variety of customer service issues with tact and diplomacy and in a confidential manner
Ability to perform basic arithmetic
Requires a high school diploma or equivalent supplemented by college-level course work in planning or public administration, building construction, civil engineering or architecture and 3-4 years of relevant experience in the planning and zoning field or an equivalent combination of education and experience
Requires an acceptable general background check to include a local and state criminal history check and a valid driver's license with an acceptable driving record
Requires satisfactory results from a pre-employment medical evaluation
Requires designation as Conservator of the Peace
Tasks require the ability to exert moderate, though not constant physical effort
Some combination of climbing and balancing, stooping to include climbing ladders, kneeling, crouching, and crawling
Some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (10-30 pounds)
Some tasks require the ability to perceive and discriminate depth, texture and visual cues or signals
Some tasks require the ability to communicate orally
Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen wetness, temperature and noise extremes, hazardous materials, heights, unsafe structures, confined spaces, or traffic hazards
