10+ years expAvsar Construction is seeking an experienced Project Development Manager to lead pre-construction and development activities for large-scale new construction and modernization projects. This role is responsible for managing scope, schedule, and budget while coordinating multidisciplinary teams and external agencies to ensure successful project delivery from concept through construction readiness.

Responsibilities
Plan and coordinate pre-construction activities for new construction and modernization projects
Manage the scope, schedule, budget, and overall success of multiple capital projects
Resolve complex planning, design, and construction-related issues, including disputes and coordination challenges
Lead, assign, and monitor the performance of project managers, design managers, and design professionals across assigned projects
Prepare and present reports on project budgets, schedules, risks, and issues to leadership and stakeholders
Review overall project progress across all phases, assessing status, risks, and readiness for execution
Coordinate with utility providers, regulatory bodies, and government agencies to obtain approvals and support timely project completion
Support project teams with architect/engineer contracts, bid strategies, and contract planning
Review and verify consultant scopes, fees, and payment applications, ensuring sound fiscal management
Provide functional leadership in project scheduling, cost control, quality management, contract administration, and dispute resolution
Coordinate project activities with internal departments such as environmental health and safety, design support, construction execution, contract administration, inspection, and maintenance teams
Develop and recommend internal policies, procedures, and best practices related to project development
Perform other duties as assigned
Qualification
Required
Minimum 10 years of professional experience managing the planning, design, construction, and coordination of capital projects
Bachelor's degree in Architecture, Engineering, or Construction Management from an accredited institution
Preferred
Experience scoping and planning new construction and modernization projects
Familiarity with sustainability standards such as LEED or similar high-performance building programs
Experience with major facilities development, including environmental review processes and agency approvals
Knowledge of public-sector project delivery and procurement methods
Strong experience in community engagement and stakeholder communication
Proficiency with Building Information Modeling (BIM) tools
Experience in formal construction partnering programs
Licensed Architect or Professional Engineer (PE)
Certified Construction Manager (CCM) credential
LEED Accredited Professional (LEED AP)
