The State of Connecticut's Department of Social Services is seeking a PCA Workforce Council Manager to lead the council and oversee its operations. This role involves managing day-to-day activities, ensuring compliance with labor agreements, and supporting program staff in meeting contractual requirements.
Government Administration
Responsibilities
Directs staff and/or operations of an agency program and/or project or division
Coordinates, plans and manages program and/or project activities
Formulates goals and objectives
Develops or assists in development of related policy
Interprets and administers pertinent laws
Provides input or evaluates staff
Prepares or assists in preparation of budget
Maintains contact with individuals within and outside of agency who might impact on program and/or project activities
Serves on committees and/or task forces as required
Speaks before professional and lay groups on subjects related to the agency mission
Leads the recruitment and hiring of staff, including outreach, interview and selection
Performs related duties as required
Qualification
Required
Nine (9) years of professional experience
One (1) year of the General Experience must have been in the specific area of assignment
Considerable knowledge of and ability to apply management principles and practices
Considerable knowledge of relevant state and federal laws, statutes and regulations
Considerable knowledge of project management
Considerable knowledge of principles and practices of business and public administration with emphasis on effective organization, administration and management
Considerable interpersonal skills
Considerable oral and written communication skills
Considerable ability to analyze organizational problems and determine effective solutions
Preferred
Experience in the administration of investigations, progressive discipline or handling of grievances and arbitrations
Experience in conducting grievance conferences with union officials
Experience in conducting a variety of investigations and determining appropriate action
Experience in administering and interpreting collective bargaining agreements
Experience in coordinating labor relations activities to assure consistency of policies and procedures and uniform interpretation and administration of agreements
Experience in planning and managing program benefits and services within assigned area consisting of social services programs available to individuals
Experience in monitoring, analyzing and evaluating programs, policies and grantee performance to determine effectiveness and quality of service
Experience in a designated operation ensuring provision of social services programs through administration of grants and contracts
