Upper Air Observation Program Manager / SME IV / Subject Matter Expert IV
IBSS seeks a highly experienced technical program manager for the National Weather Service (NWS) Upper Air Observations section. This position serves as the technical advisor to NWS leadership on the current and future state of the US upper air observing system.

Responsibilities
Develops and maintains detailed project schedules for performing tasks in an integrated workflow environment
Communicates task status and schedule changes promptly with the federal task manager and produces weekly status reports highlighting task completion schedules, work schedule variations (if any), other milestones and work product deliveries
Provides the necessary engineering and maintenance functions to support the HOGEN, MROS, AROS, and other upper air programs and conduct the necessary reliability and maintainability analyses to monitor and evaluate system and network equipment performance
Supports the management of NWS national sounding systems field program, involving a variety of complex radar adjuncts, upper air systems, and equipment including radar information display systems, automatic radiosonde system, and hydrogen generators
Assists the maintenance program engineer (MPE) in performing documentation tasks, systems maintenance activities, integrated logistics support, failure analysis, and engineering reporting
Provides technical writing to meet the goals and objectives of the Division
Conducts engineering analyses, investigations, and assessments of airborne and upper air systems
Develops, generates, updates, and revises maintenance documentation, including maintenance notes, modification notes, and site technical manuals, technical information packages (TIP), technical notes, and other related publications
Acquisition support - including requisition using the DOC BAS system
Qualification
Required
Experienced Program/Project Manager with Program/Project Management certification (Project Management Institute Project Management Professional, FAC P/PM Level II or higher, or in private industry such as PMP)
10 years of PM support experience, with 5 years managing tactical efforts in a leadership role
Demonstrated experience in budget planning and execution for project scheduling, tracking and reporting. Must show successfully completion of a project, experience in managing multiple projects; experience planning and managing a strategic program plans
Demonstrated experience in technical writing and web support, and reliability and maintainability analyses or publicly available information relating to these activities
