Management and Program Analyst (Operational Technology)
DLA Careers is seeking a Management and Program Analyst specializing in Operational Technology. The role involves serving as a subject matter expert for Facility-Related Control Systems, collaborating with control systems stakeholders, and providing expertise in program development and process improvement initiatives.

Responsibilities
Serves as the installation functional subject matter expert (SME) for Facility-Related Control Systems (FRCS) that monitor, or monitor and control, infrastructure and equipment
Provides expertise in the development, dissemination, implementation, integration, and improvement over program requirements, administrative and organizational programs, and process improvement initiatives
Serves as the primary planner, analyst and advisor to OT program requirement, annual and/or multi- year long range planning, and/or commercial issues for key OT programs
Collaborates with control systems stakeholders: installation/facility control engineers and operators, Installation Management general engineers; physical security information network and system security experts
Collaborates with control system vendors and system integrators, when applicable
Assists the organization with programming, analysis and monitoring funds; evaluates program funding plans and their execution, identifying actual or potential problem areas. Directs and conducts management studies for cost- effective organization
Reviews Sustainment, Restoration, and Maintenance (SRM) and Military Construction (MILCON) project designs produced by design firm engineers to ensure they comply with Unified Facilities Criteria (UFC) 4-010-06 ---
Cybersecurity of FRCS, and other DoD and Federal facilities design criteria while satisfying the mission requirement; helps track the FRCS portion of projects until completion

Must be a U.S. citizen
Security Requirements: Non-Critical Sensitive with Secret Access
Appointment is subject to the completion of a favorable suitability or fitness determination, where reciprocity cannot be applied; unfavorably adjudicated background checks will be grounds for removal
Selective Service Requirement: Males born after 12-31-59 must be registered or exempt from Selective Service
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position
To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector
Creditable specialized experience includes: Serving as the installation functional subject matter expert (SME) for Facility-Related Control Systems (FRCS)
Identifying the need and developing resolution of issues and problems as well as program improvements and future projects
Collaborating with control systems stakeholders: installation/facility control engineers and operators
Implementing guidance, policy, reporting requirements, and oversees contract support for the site as they relate to assigned programs
