Responsibilities

Provide broad support for Detective Bureau and serve as a civilian investigator; assist detectives by conducting investigations of misdemeanors and certain felony investigations. Assignments may include Crimes Against Persons, Property Crimes, Crime Impact Team, and the High Tech Crime Unit (HTCU)
Review and complete crime reports; interview victims and witnesses by telephone and in person; prepare supplemental reports on interviews
Conduct investigations to detect or verify suspected violations of laws, rules, or regulations; examine a variety of records to secure or verify information concerning suspected violations or violators
Contact and interview individuals and representatives of business or governmental agencies; take statements and depositions and evaluate evidence
Respond to complaints and conduct routine checks or audits of businesses, agencies, pawnshops, secondhand dealers, or gun dealers for license or permit misuse and other violations
Conduct investigative follow-up with members of the public, law enforcement, and various investigative partners
Contact other law enforcement agencies for additional information, utilizing automated systems to research criminal history and crime trends
Gather, assemble, preserve, and report facts, statements or affidavits, and other evidence for use in legal or administrative actions
Analyze investigative findings to determine whether evidence warrants filing a criminal complaint; prepare investigation reports and assist attorneys assigned to cases in criminal prosecutions or administrative law proceedings
Submit comprehensive investigation reports, including case documents and materials, to the District Attorney for prosecution; review cases with the district attorney's office
Contact judges for arrest warrants and file warrants with the court clerk; make arrangements for the surrender of suspects wanted on warrants; coordinate the arrest of suspects by sworn officers
Prepare and review court orders and search warrants and complete required investigative forms
Conduct social media and computer database searches to identify and locate individuals accused of criminal activity
Perform records checks and investigate criminal background of suspects as assigned
Conduct search of digital forensic images in electronic devices, e.g. cellular phones, laptops, and tablets
Review digital forensic reports for evidence of potential criminal activity
Prepare investigative support materials, such as photographic line-ups, crime bulletins, fliers, etc
Conduct crime scene investigations and collect physical and digital evidence
May assist with traffic investigations
Testify as needed in local, state, and federal courts
Assist new or existing staff in learning departmental practices and protocols, methods, and procedures
Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service
Foster an environment that embraces diversity, integrity, trust, and respect
Be an integral team player, which involves flexibility, cooperation, and communication
Performs other duties as assigned

Required

Two (2) years of experience conducting civil and/or criminal investigations that involved: collecting, analyzing, and evaluating evidence; conducting interviews; and producing detailed reports of investigations
Equivalent to an Associate's degree from an accredited college with major coursework in criminal justice or a related field
Possession and retention of a valid California Class C Driver's License
Must be willing and able to work irregular hours, including weekends, evenings, and holidays

Preferred

Investigative experience in a law enforcement environment preferred
Digital Forensics certification is not required, but highly desirable
