Budget Analyst

The California Department of Health Care Services (DHCS) is seeking a Budget Analyst to assist with budget coordination and fiscal analysis for the Clinical Assurance Division. The role involves responding to requests for Protected Health Information data release, conducting budget drills, and maintaining cooperative working relationships while working independently.

Responsibilities

Assist and respond to requests for Protected Health Information (PHI) Data Release, Public Records Act (PRA), Subpoenas and Record Retention assignments
Provide budget coordination and facilitate budget-related tasks and fiscal analysis for the Clinical Assurance Division (CAD)
Gather, analyze and provide essential information for departmental budget drills
Regularly work with the Financial Management Division on CAD's fiscal budgetary projections
Review the Governor's Budget for accuracy
Analyze the potential impact to the CAD by conducting baseline allotments, administrative projections, among others

Required

Strong verbal, written, and interpersonal skills
Demonstrate a degree of initiative, independence, and organization
Familiarity with the Budget Forecasting System (BFS) and Fi$cal procedures
Familiarity with GovQA
Proficiency in Microsoft Word, Excel, PowerPoint, and SharePoint

Preferred

Proficiency in Microsoft Excel at an intermediate/advanced level (formulas, pivot tables, charts, data modeling)
Well-versed in PowerPoint, SharePoint, Teams, Visio, Adobe and Word
Familiarity with state budget and fiscal administrative work, including analyzing financial data for strategic planning
Advanced analytical and research skills to interpret complex data and develop actionable insights
Familiarity with California's Public Records Act and subpoena response processes, with ability to apply laws, rules, and regulations accurately
Ability to conduct thorough research and synthesize findings into clear recommendations
Strong time management and prioritization skills
Ability to exercise good judgment and sound reasoning in complex decision-making scenarios
Creativity and flexibility in problem identification and resolution, with a proactive approach to challenges
