Assistant Director, Development Services / Chief Planner
NEOGOV is seeking an Assistant Director, Development Services / Chief Planner for the City of Hollywood, Florida. This role is responsible for overseeing the City’s Planning and Urban Design Division, shaping the vision and policy for long-range planning, growth management, and urban design, while leading comprehensive planning initiatives and managing the development review process.

Responsibilities
Provides strategic leadership and oversight of the Planning and Urban Design Division, ensuring the alignment of planning goals with City-wide strategic objectives
Supervises the Planning Manager and indirectly oversees all division staff to deliver high-quality planning services, programs, and development reviews
Leads the development, implementation, and updates of the City’s Comprehensive Plan, Citywide Master Plan, and Land Development Regulations
Advises senior City leadership and elected officials on urban design, growth management, zoning, resiliency, and land use policy issues
Oversees and ensures the integrity and effectiveness of the development review process and major strategic planning projects
Represents the Planning Division at City Commission meetings, Planning and Development Board, Historic Preservation Board, and with other agencies and stakeholders
Initiates and oversees policy research and development to ensure that planning frameworks are responsive to evolving community needs and best practices
Develops the division budget and ensures proper fiscal management in accordance with executive guidelines and City policy
Establishes partnerships with public agencies, private developers, community groups, and professional organizations to advance strategic development goals
Supports and evaluates division staff performance, promotes professional development, and fosters a high-performance team environment
Ensures departmental compliance with all applicable regulations and laws related to planning and land use
Performs other related duties as required
Qualification
Required
Bachelor's degree in Urban Planning, Architecture, Public Administration, or a closely related field
Eight (8) years of progressively responsible professional planning experience, including four (4) years in a supervisory or managerial capacity
Valid Driver's License: With proof of automobile insurance
Background Check: Must have an acceptable background record
Driving Abstract: Must have an acceptable driving record
Expert knowledge of urban and regional planning, including land use, transportation, zoning, and community design
Knowledge of local, regional, state, and federal planning laws and regulations
Ability to lead and develop high-level planning policies, ordinances, and initiatives
Strong project management, team leadership, and fiscal oversight capabilities
Exceptional communication skills including public speaking, technical writing, and presentation delivery
Ability to build effective working relationships with City officials, outside agencies, developers, and the community
Capacity to manage multiple complex projects and priorities under tight deadlines
Preferred
Master's Degree in Urban Planning or a related field
AICP Certification or equivalent professional credentials
Proficiency in planning software and geographic information systems (GIS) is desirable
