Responsibilities
This position serves as an accountant responsible for the day-to-day accounting operations and special projects
The position provides management officials professional accounting advice and assistance
Conducts complex research, studies, and analyses of Non-appropriated Fund (NAF) and Appropriated Fund (APF) accounting methods and procedures
Oversee the APF budget analysis and coordination of the obligation and execution of APF
Provides assistance to the Chief Financial Officer (CFO) and other senior level Directors and Branch Heads concerning financial matters and related issues
Provides interpretation of accounting reports, statements, and other accounting data reflecting the interrelationship between accounting, budgeting and other management data
Estimates or predicts the effects of proposed changes in the operating programs
Reviews policy changes and analyzes impact of proposed changes on current accounting procedures
Compiles narrative and statistical information for use in preparation and submission of Program Objective Memorandums, midyear deficiency reviews, yearend supplemental funding reviews and other supplemental funding opportunities relating to APF
Serves as liaison between the installation and the accounting professionals in our Shared Services Center including Revenue Accounting, General Ledger Accounting, Payroll, and Accounts Payable
Supervises employees to include assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, completing performance reviews and signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment
Must be alert to drug or alcohol abuse and take appropriate action
Develops and ensures implementation of an activity safety program in accordance with the Base Safety Program
Conducts safety meetings at least quarterly
Advises employees of available safety regulations, instructions, materials and equipment
Promptly reports workplace accidents to the Human Resources Office
Ensures safety training is provided for employees
Complies with OSHA standards and takes action to correct unsafe or unhealthy working conditions
Ensures employees understand safety infractions that can result in disciplinary actions and follows through with appropriate action
Ensures minimal loss of duty by complying with 'Return to Work' program initiatives and following up on employee well-being
Maintains personal identification information IAW with prescribed regulations and ensures confidentiality and security of information
Handles sensitive information that is proprietary, privileged, confidential, or otherwise legally exempt from disclosure
Safeguards sensitive information and prevents unauthorized reading, printing, retaining, copying or dissemination of information, messages, or correspondence in accordance with rules and regulations such as those covered by the Privacy Act, 5 USC 552(a), Health Insurance Portability and Accountability Act, Public Law 104-191, and DoD Directive 6025.18
Notifies the higher-level supervisor and senders immediately when personal identification information has been released and advises on how to properly recover, and/or protect information
Customer Service with an emphasis on courtesy
Assists customers and communicates positively in a friendly manner
Takes action to solve problems quickly
Alerts the higher-level supervisor or proper point of contact for help when problems arise
Adheres to safety regulations and standards
Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor
Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment
Performs other related duties as assigned
Qualification
Required
Bachelor's degree in accounting and three years of experience in accounting, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above
Minimum of three years of accounting experience
Minimum of one year of supervisory experience in accounting or related field
Knowledge of general fund, revolving, and/or non-appropriated fund accounting principles and procedures
Ability to present complex financial matters to other subject matter experts as well as non-financial personnel
This is a white-collar position where occasional lifting up to 20 lbs may be required
Preferred
Certification such as Certified Management Accountant (CMA) or Certified Public Accountant (CPA) is highly desirable
Experience in Oracle Fusion, DAI, and Wide Area Work Flow (WAWF) in addition to a strong proficiency in Excel is preferred
