Civil Engineering Manager
Bureau Veritas Group is seeking a Civil Engineering Manager to oversee a team responsible for planning, design review, construction, inspections, and client consulting for various civil projects. The role involves managing staff, ensuring quality services, and providing administrative direction for civil and municipal staff.

Responsibilities
Plans, organizes, directs and manages the functions and activities of the Civil team
Develops and implements goals, objectives, and priorities
Provides administrative direction and oversight for Civil / Municipal staff
Develops and administers project budgets; formulates project development and review hours
Oversees the planning, design, plan reviews and inspections related to Civil projects
Directs and coordinates the work of engineering consultants
Oversees the project management of projects including inspection, specifications, cost control, and time requirements
Oversees the checking of survey, parcel, and final maps for compliance with applicable laws, ordinances, and established survey practices
Oversees and Supports the review of land development and grading permits
Contract preparation and review
Site suitability studies, and
Review of legal descriptions of real property
Reviews and participates in the preparation of environmental assessments
Prepares highly complex and technical reports
Documents policies and procedures
Establishes appropriate engineering standards for jurisdiction infrastructure
Attends, makes presentations, and facilitates internal and external meetings as needed
May represent the jurisdiction / clients at meetings related to engineering issues
Qualification
Required
Registered Civil Engineer (PE) or Registered Land Surveyor in the State of California
5 years of progressively responsible experience in public works management and program and budgetary planning
Broad and extensive engineering experience in planning, development, construction and maintenance of roads, bridges, and other transportation facilities
Advanced educational/training in civil engineering
Demonstrated examples of successful public works project planning, design, construction, and close-out
Knowledge of principles, practices, and methods of Civil Engineering and Land Surveying as applied to the design, acquisition, construction and knowledge of roadway and bridges
Knowledge of construction methods, materials, and equipment
Knowledge of proper inspection methods and procedures
Knowledge of principles of project development and coordination
Knowledge of use of computers and computer applications related to engineering/surveying work
Knowledge of AutoCAD programs and applications
Knowledge of State Subdivision Map Act, Professional Engineers Act, and Land Surveyors Act
Knowledge of ArcMap GIS program and applications
Knowledge of Floodplain Management (Certified Floodplain Manager - CFM)
Knowledge of Stormwater Quality (Qualified SWPPP Developer/Practitioner – QSD/QSP)
Ability to provide supervision, training, and work evaluation for assigned staff and build staff morale
Ability to direct and oversee a wide scope of complex professional engineering and construction, surveying programs and projects
Experience with survey, parcel, and final maps for compliance with applicable laws, ordinances, and established survey practices
Ability to direct the preparation of and prepare clear, concise reports and presentations
Ability to establish and maintain cooperative working relationships
Ability to sit for extended periods; frequently stand and walk; ability to walk on slippery and uneven terrain; sufficient manual dexterity and eye-hand coordination to operate office and field engineering equipment
Ability to work in both office and outdoor environments, some exposure to variances in temperature and weather conditions; continuous contact with staff and the public
Preferred
A bachelor's or master's degree from an accredited US college or university, in planning, engineering, public or business administration, public works management or related field
