Responsibilities

Work Planning and Organization: Leads and plans work for the Area Office and its subordinates, setting priorities and developing schedules. Provides guidance on both technical and administrative issues. Reviews and approves budgetary estimates and justifications for fiscal resources
Work Assignment and Review: Assigns work based on priorities and capabilities, ensuring quality and timely completion of projects. Monitors project responsibilities and evaluates performance for effective management of resources
Administrative Authorities: Manages personnel actions, evaluates employees, and approves/disapproves awards. Leads recruitment and selection processes for non-supervisory and supervisory positions. Handles disciplinary actions, complaints, and performance evaluations. Supports employee development and training needs
Contract Modifications: With an appointed ACO certificate, the incumbent has the authority to modify construction contracts under specific clauses, including Changes, Differing Site Conditions, and Value Engineering, for contracts up to $500,000
Disputes and Claims: Makes final decisions for claims under the Disputes clause, after consulting with legal staff
Contract Supervision: Reviews, evaluates, and monitors actions of field supervisors exercising ACO and ARCO assigned authorities
Stakeholder Engagement: Serves as the authoritative representative for the Area Office with various external parties, including base civil engineers, state and local environmental agencies, and other federal agencies such as the EPA
Meetings and Conferences: Leads and participates in meetings to discuss project progress, resolve disputes, and address issues related to construction and project activities. Briefs base commanders and other stakeholders on project statuses, challenges, and solutions
Safety Program Administration: Fully responsible for the implementation of the District's safety program within the Area Office. Ensures periodic safety meetings and maintains compliance with all safety regulations for both government and contractor personnel

Required

Degree in Engineering (Civil, Mechanical, Electrical, or other related disciplines) or equivalent combination of education and experience
At least one year of specialized experience at the GS-13 level or equivalent, in a construction, engineering, or project management role
Managing and overseeing complex multidisciplinary engineering projects, including hydropower, solar power, or environmental remediation
Performing contract administration functions, including overseeing contractor performance, change orders, and claims
Leading field inspections and ensuring adherence to safety, environmental, and technical standards
Supervising a team of engineers and support staff, and providing leadership and guidance in project management and decision-making
Professional Engineering Registration is required
Administrative Contracting Officer (ACO) Warrant (up to $500,000) or the ability to obtain one within 6 months of hire
Possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possession of operate vehicles
All positions require the applicant to be a citizen of the United States
Male applicants born after December 31, 1959, are required to register for Selective Service prior to appointment
