Systems Change Communications Specialist
The Colorado Department of Revenue is committed to creating a workplace that values all Coloradans. The Systems Change Communications Specialist will develop and implement the department-wide organizational change management strategy for eligibility and coverage changes, ensuring effective communication across internal teams and external partners.
Government Administration
Responsibilities
Serves as the Department’s Staff Authority for Organizational Change Management (OCM) related to the implementation of community engagement (“Work”) requirements and other eligibility changes
Leads the planning and execution of communications and readiness strategies to support successful implementation of H.R. 1 eligibility changes across key partners including counties, CDHS, and RAEs
Works closely with CDHS staff, eligibility workers, Department eligibility and system teams, and external contractors to align the “people side of change” with policy and system changes in CBMS and PEAK
Directs contractors and collaborates with counterparts at CDHS responsible for business process mapping, system requirements documentation, training, and OCM deliverables related to eligibility changes mandated by H.R. 1; reviews their outputs for accuracy, operational alignment, and policy compliance prior to Department approval
Qualification
Required
Seven (7) years of relevant experience in organizational change management, public relations, corporate/professional communications roles, public affairs, and/or government relations
A combination of related education and/or relevant experience in organizational change management, public relations, corporate/professional communications roles, public affairs, and/or government relations equal to seven (7) years
An associate will count as two years of experience
A bachelor's will count as four years of experience
A master's degree will count for six years of experience
A doctorate or juris doctorate degree will count for seven years of experience
Preferred
Previous relevant state or federal experience
Excellent communication skills; able to communicate effectively and articulately in writing and orally
Experience in developing and implementing outreach strategies
Fluency in Gmail and Google Applications, and the ability to quickly learn other software systems
Demonstrated success partnering with public and private organizations, special interest groups, elected and appointed officials, in situations that may be politically sensitive
Excellent reasoning, investigative, analytical, and problem-solving ability
Effective communication style and interpersonal skills that incorporate consensus building and participative decision making
Experience in dashboarding
Experience in stakeholder management
Corporate Communications, Public Affairs, Government Relations
Experience with the media or journalism
