Responsibilities

Mechanical Design Expertise: Serves as the district’s mechanical engineering design and construction expert. Provides authoritative advice on complex design challenges, including mechanical, fire protection, and specialized systems
Review and Approval of Designs: Reviews and approves all mechanical engineering features of A-E designs, and serves as the first-level reviewer of in-house designs prepared by senior mechanical engineers within the district. Ensures designs meet technical standards, regulatory criteria, and building codes
Proposed Projects: Analyzes mechanical design features of proposed military, civil works, and Work for Others (WFO) projects. Assesses the functional and operational aspects of the design to ensure feasibility and compliance with authority and technical soundness
Independent Technical Review: Conducts second-level reviews of in-house designs prepared by other Corps districts and provides authoritative approval on mechanical features of projects. Identifies design issues and coordinates solutions, ensuring compliance with engineering principles and established criteria
Troubleshooting and Technical Assistance: Acts as a technical specialist and troubleshooter, providing expert advice during the design and construction phases. Resolves conflicts and delays, ensuring timely project completion. Collaborates with engineers and architects across organizational units to address technical challenges
Correspondence and Research: Receives inquiries related to mechanical design elements, conducts research, and prepares responses. Ensures all correspondence and technical documents are accurate and well-supported
Innovative Design Solutions: Stays updated on current advances in mechanical design and recommends improvements in procedures, materials, and systems that could benefit Corps projects. Reviews and evaluates the applicability of new design methods and technologies
Team Leadership and Coordination: Leads the mechanical engineering team, guiding team members through task assignments, technical challenges, and project milestones. Balances the workload based on individual skill levels and ensures the timely completion of tasks
Training and Development: Identifies the team’s strengths and weaknesses, facilitates training, and fosters professional development. Provides feedback on team and individual progress and addresses any performance issues
Performance and Personnel Management: Monitors and reports on the progress of individual and team tasks. Prepares reports on accomplishments and challenges, recommends personnel actions, and addresses informal complaints
Team Communication: Ensures that the team’s findings and recommendations are communicated effectively to the supervisor, other team leaders, and stakeholders. Represents the team in meetings and ensures that the team has the resources and information needed to meet its objectives

Required

Degree in Mechanical Engineering from an accredited institution
Registration as a Professional Mechanical Engineer is required
At least one year of specialized experience at the GS-12 level or equivalent
Expertise in mechanical design, particularly in systems like plumbing, fuel systems, fire protection, pumping stations, and mechanical renewable energy systems (e.g., steam, gas, water, wind turbines, and hydropower)
Experience in reviewing and approving mechanical design features, including in-house and A-E designs, to ensure compliance with standards and technical requirements
Demonstrated ability to troubleshoot and resolve complex mechanical engineering issues during both the design and construction phases
Leadership experience, including managing or mentoring a team of engineers, balancing workloads, and ensuring the timely completion of projects
Experience in conducting technical reviews and providing guidance to contractors, engineers, and other stakeholders
Knowledge of mechanical systems in military and civil works projects, including the use of specialized materials and techniques
All positions require the applicant to be a citizen of the United States
Male applicants born after December 31, 1959, are required to register for Selective Service prior to appointment

A supervisory probationary period may be required
Direct deposit of pay is required
This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time
Professional Engineer: The duties of this position require the incumbent to possess and maintain license/registration as a Professional Engineer. This license/registration must be in good standing and issued by any one of the 50 states or its territories
