Traffic Technician II
City Of Sebastian is seeking a Traffic Technician II to assist in traffic safety on City streets. The role involves supervising a junior technician, developing layouts for road signs and markings, and conducting field inspections for traffic calming measures.

Responsibilities
Supervises Traffic Technician I
Develops layouts for road signs and markings
Installs City signs and pavement markings established by the Manual of Uniform Traffic Control Devices (MUTCD)
Fabrics City signs using computer and vinyl cutter/plotter. Repairs City signs
Assists in purchasing and maintaining inventory of City signs and signposts and mounting materials
Uses GIS/GPS programs for preparation of the City's mapping and sign inventory program
Collects field data for reporting and planning purposes, as well as preparation of GIS data base analysis. Maintains mapping of all City signs so information can be used for FEMA
Conducts field site inspections for traffic calming
Assists in maintaining files for all signs in the City by using the geographical information system (GIS) program
Researches laws and ordinances for road signs and road markings as needed
Installs new signs and pavement markings, speed humps, and radar speed advisory signs
Calculates quantities and cost estimates for assigned public works and utility construction projects; assists in obtain vendor/contractor price quotes, produce requisitions, and sign off on purchase orders for equipment, materials, and supplies related to work assignments
Performs field work including surveying and staking of in-house work force projects using a variety of technical survey equipment; reduces field survey notes and computer traverses, grades, closures, distances, and areas for office use
Conducts traffic and parking surveys, compiles and tabulates information and produces traffic count reports; maintains related reports and files
Develops striping, signage, and/or detour plans related to traffic flow and control; makes recommendations regarding traffic control devices
Files and retrieves engineering and related plans, maps, exhibits and various documents; updates files and maintains document reference and retrieval systems
Assists with public outreach events
Performs other related job duties as assigned
Qualification
Required
Associate's Degree in Civil/Traffic Engineering or related field; and two (2) years of relevant experience, to include some experience with GIS/GPS systems; or an equivalent combination of education and experience
Possession of Certificates MOT; Signs Technician Levels I (includes Pavement); Pavement Markings II - Courses: Signs and Pavement Markings, Traffic Signals, Work Zone Traffic Control Safety - Level I Certification within six (6) months of hire and Level II within nine (9) months
Possession of MOT Intermediate Certificate within six (6) months of hire and MOT Advanced within one (1) year
Possession of a valid, State of Florida driver's license to operate a motor vehicle. Requirement exists at the time of hire and as a condition of continued employment
Knowledge of terminology, methods, practices, and techniques used in traffic control
Knowledge of FHWA's Manual on Uniform Traffic Control Devices (MUTCD) - Detailed drawings of all standard highway signs and pavement marking messages
Knowledge of FDOT design standards and signage and pavement markings
Knowledge of scale representation on maps
Knowledge of GIS/GPS software programs relating to mapping and sign inventory
Knowledge of civil engineering practices as they pertain to roads (traffic signage and pavement markings)
Knowledge of federal, state, and local laws, regulations, ordinances, and codes related to traffic
Knowledge of principles and practices of technical writing and data preparation
Knowledge of safety practices, protective equipment, and clothing
Knowledge of tools, equipment, and techniques used for traffic sign fabrication, installation, and maintenance
Knowledge of office administration practices, concepts, and automation applications
Knowledge of municipal code, directives, and procedures and of city services and operations
Knowledge and principles of customer service and telephone etiquette
Skill in the use of computers and software/program applications, e.g., spreadsheet and word processing applications, such as Microsoft Word, Excel, and Outlook
Skill in effective communication, both orally and in writing
Ability to operate sign and marking equipment and traffic counting equipment in the midst of traffic and possible adverse weather conditions
Ability to reduce, interpret, and apply field notes in performing drafting work
Ability to read and understand road layout maps
Ability to maintain and update accurate inventory records
Ability to use CAD (Computer Aided Drafting), GIS (Geographic Information Systems), and GPS (Global Positioning System) and other computer applications related to technical engineering work
Ability to perform a variety of technical office and field engineering work involving, drafting, surveying, and mapping
Ability to collect, evaluate, and interpret appropriate and applicable data, either in statistical or narrative form related to traffic calming
Ability to understand, interpret and explain laws, regulations, ordinances, and policies applicable to traffic calming
Ability to use the application of map scale representation related to engineering design and construction
Ability to assess vendor/contractor services, related equipment, and associated costs
Ability to perform mathematical calculations with speed and accuracy
Ability to understand, interpret, and respond to internal and external customer needs and expectations
Ability to coordinate investigations with other departments, divisions, or organizations

The work is medium work which requires exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects
