Responsibilities
Overseeing the environmental aspects of the National Environmental Policy Act (NEPA) process
Evaluating transportation plans, programs, and projects to ensure adherence to environmental laws, regulations, and policies
Securing necessary clearances and approvals for highway and bridge initiatives
Organizing, assigning, and prioritizing tasks for team members
Evaluating team members' performance
Interviewing and selecting new employees
Assessing work, approving or denying leave requests, and initiating disciplinary measures when necessary
Identifying training needs and providing coaching and guidance
Preparing comprehensive environmental reports and analyses
Defining the scope of work and reviewing environmental clearances and analyses conducted by consultants and team members
Ensuring all environmental mitigation commitments are actively pursued
Coordinating with state and federal resource agencies regarding transportation activities throughout planning, design, construction, and maintenance phases
Reviewing and providing feedback on proposals, reports, and regulations from other agencies and on proposed environmental policies from the Department
Conducting training sessions for District employees in Design, Construction, and Maintenance on environmental issues
Qualification
Required
Six years of civil engineering experience in the appropriate specialty; and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or
Five years of civil engineering experience in the appropriate specialty; and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; and an associate's degree in civil engineering technology or a closely related engineering discipline; or
Two years of professional civil engineering experience in the appropriate specialty, and a bachelor's degree in civil engineering or a closely related engineering discipline
