Responsibilities
The Division Chief leads a team of attorneys, analysts, and staff members responsible for investigating fraud targeting critical FCC-funded and -administered programs, including Universal Service Fund (USF) support and the Secure and Trusted Communications Networks Reimbursement Program (Supply Chain Reimbursement Program)
The incumbent is responsible for supervising and managing a group of professional and paraprofessional staff members in the development and administration of investigative programs to monitor compliance with the Communications Act of 1934, as amended, Commission rules, and policies
The incumbent provides authoritative legal advice to the Bureau Chief, Deputy Bureau Chiefs, staff and Commission officials on legal matters involving complex issues related to fraud, waste, and abuse of federal programs including USF support and Supply Chain Reimbursement Program. Assignments include: (1) conducting discovery, including drafting Letters of Inquiry and subpoenas, reviewing documents, and conducting witness interviews and depositions; (2) coordinating with investigators and staff within the FCC and other federal agencies; (3) advising the Bureau Chief and other senior FCC staff about the appropriate handling of cases involving rule violations related to fraud of federal funds; and (4) drafting memoranda and orders in cases involving rule violations related to fraud perpetrated against federal funds
The incumbent will keep abreast of major legal developments affecting Bureau and Commission issues and activities through a review of court and Commission decisions, professional publications and trade press and by researching legislation, decisions, opinions, and regulations
Qualification
Required
Currently be employed in the Federal Communications Commission in positions serving under career, career conditional, or excepted service (Schedule A appointments under authority 213.3102(d)-Attorneys) appointments
US Citizenship
Suitable for employment as determined by a background investigation
SF-50 Documenting One Year of Time in Grade Required
Bar Membership documentation required upon selection
Transcripts required upon selection
Financial Disclosure may be required
Current FCC employees must provide SF-50 verifying grade & status
Resume must not exceed two pages and must meet resume format criteria
You must meet the minimum basic educational requirements for Attorney positions
Education requirements include: a professional law degree JD, LL.B., and/or LL.M
Applicants must have a minimum of 4 years of professional law experience, including one year of specialized experience which must be equivalent to at least the GS-14 in the Federal service
Expert knowledge on matters relating to litigation, investigation and fraud
Ability to supervise, lead or oversee staff performing Attorney related work
Skill in written and oral expression sufficient to pursue legal issues against opposition which vigorously contests the agency position and usually involve top attorneys in both the private and public sector
Full mastery of all law, precedents, policy, procedures, rules and legislative proposals related to FCC regulatory enforcement activities, hearings and investigations
Knowledge of research strategies and techniques to research legal issues where no clearly applicable precedents are available or it is arguable which precedents apply
