Responsibilities

You will serve as the Division Head of the Aeromedical and Life Support Division (AA24000), of the Human Systems Engineering Department (HSED)
You will provide the people, skills, capabilities, and processes necessary for full life cycle science, engineering, and technical support of aircrew protection/ sustainment products, including head, auditory, body mounted, and life support systems
You will maintain a work force of well-trained human systems personnel that are capable of executing the anticipated Division and IPT workload
You will plan and direct Division workload allocation and team assignments in alignment with Department, NAWCAD and NAVAIR policy and strategic priorities
You will oversee application of functional policies and best practices by both NAWCAD and field support teams
You will support the Human Systems Department Head, Associate Director, Technical Director and the other HSED Level 2 staff and division heads in formulating and implementing operating plans, processes, policy development, and best practices
You will serve as the primary lead systems integrator for aircrew/personnel protection and sustainment systems, working closely with PMA-202 in the development and fielding of these commodities
You will conduct surveillance and oversight of AA24000 Division products and programs, as required, to provide forward-looking guidance, resolve policy conflict issues, and ensure division objectives are met
You will ensure work is coordinated among supervised employees, field activities, program teams, other Division and NAWCAD offices, and industry

This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13/14 grade level or pay band (NM-04) in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following: 1) Providing extensive overall management and technical direction of assigned workforce, processes and products in relation to the Human Systems Engineering disciplines; 2) Demonstrating a thorough understanding of the interrelationships of the professional disciplines associated within the Human Systems competencies sufficient to meet the developmental needs of employees to meet customer demand signals; 3) Performing the application of engineering, aeromedical research and integration, physiological and human mounted systems; 4) Executing Team policies, processes and procedures to ensure effective planning, development and execution of programs; 5) Utilizing a Team and contractor organizational structures, functional responsibilities and interrelationships in addition to project management/coordination policies, processes, procedures, and responsibilities; and 6) Managing and executing Service Cost Centers
For 0801 Applicants: Successful completion of a professional engineering degree
For 0801 Applicants: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico
For 0801 Applicants: Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States
For 0801 Applicants: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements
For 0801 Applicants: Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance
For 0180 Applicants: Degree: major or equivalent in psychology for all specializations except clinical psychology and counseling psychology
For 0180 Applicants: Clinical psychology: For positions at grades GS-11 and above, satisfactory completion of all the requirements for the doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology is required
For 0180 Applicants: Counseling psychology: For positions at grades GS-9 and above, satisfactory completion of 2 full academic years of graduate study directly related to professional work in counseling psychology, or satisfactory completion in an accredited educational institution of all the requirements for a master's degree directly related to counseling psychology is required
For 0401 Applicants: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position
For 0401 Applicants: Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education
For 1301 Applicants: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics
For 1301 Applicants: Combination of education and experience: Education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education
