Responsibilities

Develop and analyze power repayment studies (PRS)
Participate in the development and preparation of transmission service tariffs
Lead the planning and development of power, transmission, and ancillary service rate methodologies
Negotiate, brief, and present rate strategies and repayment plans
Develop and analyze the rate impacts of complex alternative financing models
Reconcile power repayment studies with audited financial records

Required

Must be a U.S. Citizen or National

SPECIALIZED EXPERIENCE: Applicants must possess one year (52 weeks) of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal service
To be qualified at the GS-13: Applicants must have one (1) year (52 weeks) of specialized experience at the GS-12 grade level or equivalent pay band in Federal Service
Lead the development and implementation of power, transmission, or ancillary service rate designs, including conducting comprehensive power repayment studies (PRS)
Applied and interpreted Open Access Transmission Tariffs (OATT) and Federal Energy Regulatory Commission (FERC) orders to inform electricity rate structures and compliance
Coordinated effectively with diverse stakeholders, including customers, senior management, federal agencies, and industry groups, to achieve consensus on rate strategies and repayment
