The Military Sealift Command (MSC) is seeking a Lead Program Analyst (Business Services) to support the Directorate Ship Management and its Business Support Group. Responsibilities

You will be responsible for life cycle management, ship readiness, maintenance and repair, and logistics in order to support the worldwide U.S. Armed Forces missions
You will provide administrative, manpower, financial, operational, and business analysis capabilities required in determining the efficiency of any Director-directed indices within the organization
You will direct process improvement and standardization of operations of the DSM directorate as it manages the TYCOM responsibilities for the government owned ships within MSC
You will implement policies and processes for GO vessels; conduct strategic planning; formulate program policy; and craft long term plans for resource development and utilization

Required

Successful completion of a Ph.D. or equivalent doctoral degree
Successful completion of 3 full years of progressively higher-level graduate education leading to such doctoral degree
Possession of an LL.M. that is related to this position being filled
A combination of experience and graduate education as described above that equates to one year of experience
Must be a US Citizen
Must be determined suitable for federal employment
Must participate in the direct deposit pay program
New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check
Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326
Males born after 12-31-59 must be registered for Selective Service
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector
Experience implementing technical and administrative responsibilities and functions such as ensuring that the Directorate Ship Management Business Support Group (DSMB) strategic plan, mission, and values are communicated to the team and integrated into their strategies
Experience communicating to the team about projects or problems to be solved and deadlines, coaching team members in problem solving methods and techniques, and providing advice on work methods
Experience identifying, distributing and balancing workloads and tasks, adjusting to accomplish the workload, training or arranging for the training of team members, and providing or arranging for specific administrative or technical training
Experience providing support to PMs/RMs in analyzing procedures such as writing procedures, SOPs, operating procedures, and technical procedures
Experience handling transactional reconciliation and receiving, analyzing, validating, coding, and recording a variety of obligatory documents such as reviewing and matching all key support documents related to each transaction from the US Bank and ERP
