Finance and Budget Manager
Solano Transportation Authority is seeking a Finance and Budget Manager responsible for STA’s accounting operations and financial reporting. The role involves overseeing budget preparation, financial reporting, and ensuring compliance with various financial regulations and standards.

Responsibilities
Oversee the budget preparation and management
Prepare monthly, quarterly, and year-end financial reporting and audits
Provide oversight of the operations and activities related to insurance, risk management
Serve as CalPERS liaison for contract administration/actuarials
Monitor dozens of funding sources
Oversee payroll compliance
Qualification
Required
Thorough understanding of accounting, finance, budget, audit and grant operations and supervision, to include GAAP, GAAS and GFOA standards
Strong verbal and written communications skills for purposes of assisting in reporting to the Board
Ability to thrive in a fast-paced environment
Strong attention to detail
Ability to manage a large and diverse number of projects simultaneously
Strong leadership skills with the ability to advocate, articulate, and implement the vision of the council and community
Commitment to uphold the values of Wasco, including valuing positive employee working relations and respecting the richness of cultures and diversity
Ability to ensure quality customer service to other city departments and the community
Diplomatic and engaging style comfortable interacting with a wide spectrum of individuals

Technologically astute with experience in harnessing and integrating cutting-edge technology for best practices and process efficiencies
Proven understanding of budget/structural deficits and ability to bring teams together to find solutions to challenging issues
Outstanding fiscal management skills to develop and implement plans to expand the tax base, obtain grants, and manage costs
