Senior Civil Engineer Supervisor (Transportation)

The Commonwealth of Pennsylvania is seeking a Senior Civil Engineer Supervisor (Transportation) to oversee the environmental aspects of the NEPA process. The role involves managing a professional planning team, ensuring compliance with environmental laws, and preparing comprehensive environmental reports.

Responsibilities

Overseeing the professional planning team within Engineering District 8-0's Environmental Unit
Organizing, assigning, and prioritizing tasks for team members
Evaluating team member performance
Interviewing and selecting new employees
Assessing team members' work and approving or denying leave requests
Initiating disciplinary measures when necessary
Identifying training needs and providing coaching and guidance
Preparing comprehensive environmental reports and analyses
Defining the scope of work and reviewing environmental clearances and analyses conducted by both consultants and team members
Ensuring that all environmental mitigation commitments made during the clearance process are actively pursued
Coordinating with state and federal resource agencies regarding transportation activities throughout the planning, design, construction, and maintenance phases
Reviewing and providing feedback on proposals, reports, and regulations from other agencies, as well as on proposed environmental policies from the Department
Conducting training sessions for District employees in Design, Construction, and Maintenance, focusing on environmental issues

Required

Six years of civil engineering experience in the appropriate specialty; and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or
Five years of civil engineering experience in the appropriate specialty; and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; and an associate's degree in civil engineering technology or a closely related engineering discipline; or
Two years of professional civil engineering experience in the appropriate specialty, and a bachelor's degree in civil engineering or a closely related engineering discipline
PA residency requirement is currently waived for this title
