RESEARCH DATA SPECIALIST II
The California Governor's Office of Emergency Services (Cal OES) is seeking a Research Data Specialist II to join their team. This role involves managing data architecture, GIS products, and remote sensing integrations to support emergency management efforts. The incumbent will play a key role in advancing the Unit’s data maturity and providing field support for geospatial data collection during emergency deployments.

Responsibilities
Developing and maintaining the Unit’s data architecture, GIS products, remote sensing integrations, dashboards, and automated workflows that support the Unit’s program delivery
Designing and developing data schemas and databases tailored to the unique demands of the emergency management context
Advancing the Unit’s data maturity by designing and maintaining databases, integrating emerging technologies, developing operational mapping products, coordinating with interagency partners on data sharing, and supporting enterprise remote sensing initiatives
Providing field support to assist in the collection, verification, and integration of geospatial data during emergency deployments or Watershed Protection Missions, statewide
Qualification
Required
Proficiency in utilizing advanced data analysis tools and platforms
Demonstrate willingness to assume analytical duties of high complexity, manage multifaceted short, medium, and long-term analytical projects, and adapt to rapidly changing priorities
Expertise in Geographical Information Systems (GIS)
Proven ability to leverage technological innovation for program management
Experience in recommending and adopting emerging technologies for enhanced effectiveness
Knowledge and experience in remote sensing technologies OR a willingness to learn
Ability to integrate remote sensing data for real-time mapping and analysis OR a willingness to learn
Proficient in maintaining and updating databases for ongoing program needs
Demonstrated ability to work collaboratively within a team environment
Proven experience fostering a culture of innovation and creative problem-solving
Ability to build automations and create APIs for streamlined data processes OR a willingness to learn
Ability to adapt to evolving data analysis and management practices
Ability to convey complex technical concepts to non-technical stakeholders
Experience in providing accurate analyses during ongoing disasters
Ability to facilitate collaboration with external agencies for data sharing and modeling
Proficient in Microsoft Office Suite and familiarity with tools such as Tableau, Smartsheet, ArcGIS Online, ArcGIS Pro, and Microsoft Azure Explorer
