Senior Program Quality Engineer
Raytheon is a leader in defense and aerospace solutions, seeking a Senior Program Quality Engineer to support their JSOW Program. The role involves ensuring compliance with quality standards, collaborating with cross-functional teams to improve product quality, and leading quality assurance activities.

Responsibilities
Serve as a program quality liaison across customer organizations (Defense Contract Management Agency (DCMA) and United States Government (USG)), as well as relevant factories and engineering labs as first point of contact for quality issues and concerns related to development and production products
Collaborate with cross-functional teams and partner with program managers to define and implement quality improvement strategies
Spearhead root cause analysis, facilitate corrective actions, and implement closed loop process controls to improve product/process predictability and capability
Lead Material Review Board (MRB)
Support Supplier Quality and Supplier Engineering efforts to help ensure compliance to the Program Quality Plan
Review and approve changes to the technical data package, assign actions when necessary, and complete actions in a timely manner when assigned. This includes but is not limited to: Peer reviews, Engineering Review/Change Control Board (ERB/CCB) and/or Design reviews
Implement and support product quality strategies using methodologies such as Six-Sigma, Lean, Advanced Product Quality Planning (APQP)
Support, monitor and track execution of First Article Inspections for both supplier and factory parts
Support, monitor and track certification of special processes for supplier parts
Develop, refine and present metrics to drive improvement and behaviors
Travel expectation 10-25% if assigned
Qualification
Required
Typically requires a Bachelor's degree in Science, Technology, Engineering or Mathematics (STEM) and a minimum of eight (8) years of experience in Quality, Supplier, and/or Manufacturing
Working experience with technical data package interpretation, review (TDP) and document repository
Working experience translating external and internal requirements and command media
Working experience with ISO9001 and/or AS9100 Quality Management Systems
Working experience overseeing teams in failure analysis, root cause analysis, corrective and preventative actions
Experience exercising judgment and making decisions, with appropriate supervisory intervention, as an individual contributor in a dynamic team environment
Active and transferable Secret U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
Preferred
Active Secret Clearance or higher
Six Sigma (CSSGB, CSSBB or CMBB) and/or Certified Quality Engineer (CQE) from American Society for Quality (ASQ) Certification
Experience writing and presenting complex presentations (reviews, corrective action boards, CoPQ reduction, etc.) and complex data to key stakeholders
Experience in managing by influence
Experience in the discovery and resolution of issues associated with the development and implementation of operational programs and factories and/or supplier health development
Experience with Advanced Product Quality Planning (APQP)/AS9145 and utilizing resources such as Production Part Approval Process (PPAP), Key Characteristics, Design Failure Modes, and Effects Analysis (DFMEA), Production Failure Modes and Effects Analysis (PFMEA) and/or Control Plans
Experience with First Article Inspections per AS9102
Experience using descriptive statistics and statistical control methodologies
Experience applying industry technical standards e.g., ANSI, ASTM, etc
Experience using Process Re-invention Integrating Systems for Manufacturing (PRISM) or SAP
Experience facilitating cross-functional teams in systematic improvement activities (e.g., Six-Sigma, Lean Manufacturing)
Experience technically interfacing with various engineering disciplines
Experience using interpersonal skills and working with customers, suppliers and in a team environment
Experience applying sound judgment and resolution–making skills with appropriate supervisory intervention
Experience using verbal and written communication, and networking skills
Experience with Configuration Control System such as Common Product Data Management (cPDM)
Experience with Common As-Built Systems (CABS)
Experience Reviewing Statement of Work (SOW) and Supplier Corrective Action Requests (SCARs)
Experience applying Purchase Order Quality Requirements (Q-Notes, STAMP)
Experience presenting, reviewing and/or approving changes through a formal Change Control Board (CCB)
Experience comprehending and translating system requirements as well as contractual requirements to ensure full compliance is flowed down through product, assembly, and test documentation
Experience working as an individual contributor and in a dynamic team environment
Experience with Customer Oriented Results and Excellence (CORE) or another Continuous Improvement Program
Experience in risk mitigation and opportunity management
Working experience using quality tools and resources such as 5S, Root Cause, Process Mapping, Lean Six Sigma (6Sigma)
