Responsibilities
Provides executive-level leadership for all financial and administrative business operations at East Mississippi State Hospital (EMSH), a large, multi-hospital healthcare agency
Directs finance and accounting functions and oversees payroll, purchasing, reimbursement, property and warehouse operations, information technology, grants administration, and enterprise systems security
Formulates fiscal policies, internal controls, and operating procedures in compliance with applicable laws, regulations, and Governmental Accounting Standards Board (GASB) requirements
In collaboration with the hospital executive team, prepares, administers, and monitors agency budgets; ensures stewardship of public funds; and maintains fiscal integrity across multiple programs and funding sources
Analyzes financial performance, adjusts budgetary allocations to support operations, and ensures compliance with state, federal, and regulatory reporting requirements
Serves as a key advisor to executive leadership and governing bodies, resolving complex financial and operational issues while providing strategic financial guidance, risk management oversight, and support for organizational stability and efficiency
Qualification
Required
Typically requires a Bachelor's Degree and 7-8 years of experience
Demonstrate strong executive leadership
Advanced financial and operational expertise
Ability to manage complex business functions within a public healthcare environment
Sound judgment
Knowledge of governmental accounting and regulatory compliance
Ability to collaborate effectively with executive leadership to ensure fiscal integrity, operational efficiency, and stewardship of public resources
Preferred
Bachelor's degree in Accounting, Finance, Business Administration, Public Administration, or a closely related field from an accredited institution
Seven (7) to eight (8) years of progressively responsible experience in accounting, finance, or fiscal management within a large or complex organization, including experience in budget preparation, financial reporting, and regulatory compliance
Master's degree in Accounting, Finance, Business Administration, or a related discipline
Experience in governmental or healthcare financial management, including application of Governmental Accounting Standards Board (GASB) principles
Demonstrated experience working collaboratively with executive leadership and responding to financial inquiries from federal, state, and local agencies
