Assistant Director Utilities Engineering & Contract Management
NEOGOV is seeking an Assistant Director for the Pasco County Utilities Department, responsible for overseeing the Utilities Engineering and Contract Management Divisions. This role includes planning, directing activities, providing strategic vision, and managing personnel while ensuring service excellence in public utilities engineering.

Responsibilities
Plans, directs, and provides strategic vision and management of activities and personnel of the Planning & Asset Management and Service Commitment Divisions within the Utilities Engineering and Contract Management Department
Assists with the development, planning, coordination, and management of the overall activities of the Department
Directs and coordinates the analysis and preparation of technical reports regarding special projects related to inquiries from commissioners, customers, County senior leadership, and the Director
Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures
Manages the development and implementation of performance goals, objectives and priorities for services, programs and projects
Oversees the development and maintenance of databases related to construction cost history, consultant performance, forecasting water/sewer/reclaimed water service commitments, and service commitment review timeframes
Develops, administers, and tracks the department’s annual operating budget
Serves as the departments liaison with other County departments and regulatory agencies on matters of business operations, policies, practices and procedures
Conducts employee conflict resolutions, performance evaluations and disciplinary actions
Attends and addresses public, civic organization and professional group meetings
Creates and promotes a culture of service excellence teamwork, integrity, trust and respect
Responds to customer inquiries and complaints in a courteous, professional and timely manner
Reviews complex reports, studies, and correspondence related to the County’s water, wastewater, and reclaimed water capital infrastructure renewal, repair, and replacement program
Develops or updates policies and standard operating procedures (SOPs) to improve operations while increasing productivity
Performs related work as required
Qualification
Required
Graduation from an accredited college or university with a Bachelor's Degree in Engineering, Science, or a related field and ten (10) years' experience in the water/wastewater engineering field OR a Master's Degree and eight (8) years of experience
Six (6) years of engineering experience as a Professional Engineer required
High level supervisory and leadership experience required
Must possess a valid Florida driver's license
Licensed as a State of Florida Professional Engineer required
Ability to communicate effectively using verbal, written, and visual communication
Knowledge of the principles and practices of civil/environmental engineering
Knowledge of the practices and procedures used in the planning, design, and construction of water, wastewater, and reclaimed water infrastructure
Knowledge and ability to understand local, state, and federal regulations and laws
Knowledge of modern developments, accepted practices, current literature, and sources of information in public utilities engineering and applicable laws, regulatory rules and regulations
Ability to establish and maintain a positive working relationship with the County Commissioners, the public, County employees, business partners, and other governmental agencies
Ability to give technical and professional review to a wide variety and large volume of utility engineering projects and related plans, specifications, contract documents, and regulatory permits in the public utility field
Ability to read and interpret complex engineering reports, regulatory permits, construction plans, specifications and contracts
Ability to present clear and concise reports, orally and in writing
Ability to analyze and solve administrative problems
Ability to prepare and analyze operating procedures and administrative reports
Ability to represent the department in public speaking events
Must be driven to inspire and implement change with excellent customer service, leadership and communication skills
Ability to maintain an enthusiastic, self-reliant and self-starting approach to meet job responsibilities and accountability
Ability to anticipate work to be done and initiates proper and acceptable direction for completion of work with a minimum of supervision and instruction
