Responsibilities

Developing and helping execute management plans and strategies for long- and short-range agency objectives and actions
Supporting all actions of the division master plan, related strategic action plans, and the development of business plans, strategies, and work plans to achieve those goals to advance the department/city priorities
Recruiting, training, coaching, and retaining staff throughout the division
Encouraging diversity through the implementation of programs and materials that reach a broad audience of ages and backgrounds
Represents the Director and division at meetings with other city agencies, state and federal agencies and at public meetings
Represents the Director and lead initiatives of the department, coordinates work programs and projects within the department and among other departments to ensure work is completed effectively, cooperatively and efficiently, and ensuring resources and assistance are provided as appropriate
Provides guidance and serves as a policy advisor, in coordination with the Department Director, to the City Council, Parks and Recreation Advisory Board (PRAB), City Manager, Deputy City Manager, and other boards and commissions
Facilitates public processes and manages complex and sometimes contentious community issues
Utilizes best practices to manage delivery of work products on-time and within budget
Solves problems and resolves issues in difficult, complex and/or contentious situations
Effectively represents diverse interests, and objectively evaluates alternative approaches
Takes a strategic, creative, and innovative approach to issues and problems and takes calculated risks
Develops and manages effective and inclusive public and team processes
Demonstrates business savvy and political astuteness
Prepares and reviews project and operations reports, council and board information and agenda memos, correspondence, presentations, and other related information
Development of partnerships, supports and reinforces open-minded and solution-oriented staff response to customer needs
Produces high quality results relative to work plans, operations, and initiatives
Thinks ahead, recommends management priorities to the director, anticipates issues and proactively develops response plans
Ensures staff compliance with regulatory safety protocols and assists with oversight of department safety committee and coordination
Analyzes input from various consultants, professional advisors, and staff for continuous improvement
Stays knowledgeable of trends and current thinking in the fields of parks and recreation services, sustainability, public administration, project management, leadership and employee management, and uses all forms of data and information to analyze and present viable choices and alternatives
Oversees the development, implementation, and monitoring of the budget for the Recreation & Golf departments, including identification and prioritization of projects, cost estimating, funding recommendations and all phases and functions of project delivery from conception to completion
Oversees general recreation programs, youth and older adult activities, wellness, aquatics, sports and athletics, and guest services areas to ensure quality operations and programming that meets the community’s needs
Oversees recreation facility operations to provide safe, efficient, memorable, quality experiences for patrons
Continually assesses local recreation market and conditions; develops immediate and long-range plans to meet recreational needs of all age groups through facilities and program activities; evaluates effectiveness of recreation facilities and programs. Makes recommendations for improvements
Strives for innovative ways to drive efficiencies through use of technology and assigned resources
Interprets recreation activity programs to public and maintains cooperative planning and working relationships with public and voluntary agencies
Works to effectively market recreation to the public thru brochure development, Internet marketing, social media, community outreach, etc
Recruits, selects, develops, and supervises personnel in Aquatics, Golf, Athletics, Data Management, Wellness/General Programming, and Guest Services. Determines staffing needs and schedules staff to meet facility needs. Assigns staff to special projects as necessary

Required

BA/BS degree from an accredited college or university with major course work in parks and recreation, administration, physical education, business, or related field
Minimum 7 years progressively responsible management/administration experience in a private or public organization offering recreation facilities and programming
Valid driver's license with good driving record
Ability to obtain CPR and first aid certifications within 30 days of hire

Preferred

Master's Degree
Local Government experience
Certified Parks and Recreation Professional
