Senior Financial Analyst - Naval Aviation Programs (OPNAV Support)
Synchron, LLC has an exciting opportunity for a Senior Financial Analyst to provide support to OPNAV N98 at the Pentagon. The role involves assisting in the analysis and development of a balanced annual budget for the Director, Air Warfare, while providing detailed analysis and support for various fiscal matters related to Naval Aviation programs.

Responsibilities
Assist in the analysis, development and, programming required to provide a balanced annual budget for the Director, Air Warfare maintaining Total Obligation Authority (TOA) within fiscal constraints and along operational priorities
Provide detailed PBIS data pulls as required, formatted to best deliver the requested information including analysis of POM development and PPBE processes
Provide detailed, expert knowledge of N98 historical decisions across all appropriations and multiple budget cycles
Provide analysis of Naval Aviation force structure matters and financing of capabilities in support of the investment strategy
Develop and deliver in-depth analysis of operational and fiscal risk and requirements necessary to support limited funding across the entire Naval Aviation portfolio
Provide detailed analysis of alternatives based on operational, acquisition and fiscal risk assessments in order to support government conclusions and recommendations
Enter and modify PBIS information to maintain a balanced N98 portfolio with regard to execution-year, budget-year and, future-years budgetary cycles in order to maintain accurate visibility and balanced TOA
Provide detailed instruction to government personnel concerning the use of PBIS, to include database entry and modification as well as programming
Review strategic guidance and applicable Warning Orders in order to analyze N98 compliance for all budget matters
Analyze budget exhibits to prepare the Director’s verification, validation, and defense of the annual budget submission through the CNO and the Comptroller
Interpret and prioritize budgetary guidance to prepare the Director in the defense of his budget submission to the CNO and the Secretariat
Analyze offset strategies with proposed programmatic reductions for POM balance options
Analyze warfighting and fiscal risk during the POM development/build
Provide necessary budget analysis during the development of POM Phases I through III, and BES submissions
Assess cost, schedule and performance of programs in support of both execution concerns and also during POM and Resource Sponsor Portfolio Balance/Wholeness Balance Review development
Assess funding profiles of each program as they come up for milestone, Gate Reviews, NCBs, R3B, etc
Qualification
Required
10 years' experience in PPBE processes and POM development providing recommendations for balancing limited resources against competing requirements/priorities in order to assist in the development of a defendable investment strategy
Experience in reviewing, analyzing, and assessing fiscal risk associated with aviation program fiscal development across the Future Years Defense Plan and beyond. Requires recent experience within the last year interfacing with Systems Commands PMA/PMW BFMs, and Budget Directors/Comptrollers as well as FMB budget analysts/comptrollers. Requires recent experience within the last year of developing budget balancing strategies including the prioritization of unfunded issues and the generation of acceptable offsets
8 years' experience obtaining and analyzing PBIS budget data for specific programs and at the appropriations level, including conducting trend analysis. Expert knowledge of PBIS data and ability to develop specific queries
5 years' experience in understanding and analyzing United States Naval Aviation specific programs as well as the ability to provide programmatic recommendations and accurate historical comparisons
