Technical Delivery Manager – Tolling & Back-Office Systems
ProcessQ is seeking a Technical Delivery Manager to lead the end-to-end delivery of large-scale back-office applications in the tolling domain. The role requires managing multi-location engineering teams and ensuring predictable delivery of cloud-native .NET applications while overseeing technical governance and stakeholder management.
Responsibilities
Own end-to-end delivery of back-office tolling platforms (billing, reconciliation, violations, reporting, customer service modules)
Manage multiple scrum teams (onshore, nearshore, offshore) with overall responsibility for scope, schedule, cost, and quality
Drive PI planning, sprint execution, dependency management, and release governance
Ensure predictable delivery using Agile / SAFe practices with strong metrics (velocity, throughput, defect leakage)
Provide technical oversight for: .NET / .NET Core back-end services, Microservices architecture, Docker containers, Kubernetes clusters, CI/CD pipelines and DevSecOps practices
Collaborate with architects to ensure scalable, secure, and highly available systems
Review architecture decisions, non-functional requirements (performance, resilience, security), and production readiness
Act as the primary delivery interface with client leadership and product owners
Translate business requirements into executable delivery plans
Proactively manage risks, issues, and escalations with clear communication and mitigation plans
Present delivery status, roadmap, and metrics to executive stakeholders
Lead and mentor engineering managers, tech leads, scrum masters, and QA leads
Drive resource planning, ramp-ups, performance management, and corrective actions
Ensure high team morale, accountability, and continuous improvement
Enforce zero-non-performer policy through proactive coaching and replacements when required
Ensure compliance with transportation/tolling regulations, audit requirements, and SLAs
Oversee test automation, regression coverage, and release sign-offs
Support production deployments, incident management, and root cause analysis
Drive continuous improvement in delivery efficiency and platform stability
Qualification
Required
Strong experience delivering large enterprise back-office systems
Deep understanding of .NET / .NET Core
Deep understanding of Microservices architecture
Deep understanding of Docker & Kubernetes
Deep understanding of Cloud platforms (Azure / AWS / GCP)
Proven experience managing 50–150+ member distributed teams
Hands-on experience with Agile / SAFe delivery models
Excellent communication skills with both technical teams and executive stakeholders
Bachelor's degree in Computer Science, Engineering, or equivalent experience
Preferred
Experience in tolling, transportation, ITS, payments, or government systems
Exposure to high-volume transaction systems and mission-critical platforms
Familiarity with DevSecOps, automated testing, observability, and SRE concepts
Prior experience working with TransCore or similar tolling providers is a strong plus
MBA or technical certifications (SAFe, PMP, CSM) preferred
