ACCOUNTANT MANAGER 1 - REVENUE
NEOGOV is seeking an Accountant Manager 1 for the Wildlife & Fisheries Department. This role oversees all revenue collection, reporting, and reconciliation functions, ensuring compliance and accuracy in managing federal funds and self-generated revenue streams.

Responsibilities
Manage, train, and develop the revenue team to ensure high performance and accuracy
Establish and enforce proper revenue classification methods, policies, and principles to ensure compliance with internal control, controlling agencies policies, and regulatory standards
Manage and lead team of Accountants ensuring efficient workflows and excellent customer service
Develop and implement policies, procedures, and internal controls to strengthen revenue integrity and reduce risk
Maintain and complete Performance evaluations for subordinate Revenue employees
Manages daily operations of revenue division, including collection, cash application, reconciliation, and reporting all incoming revenues
Audits, balances, and records receipt of all cash, checks, and electronic transfers received by the Revenue Section
Oversee the collection and accounting of revenues from multiple sources, such as fees, licenses, fines, federal and IAT grants, etc
Ensure compliance with state, and federal laws and regulations governing public revenue collection and financial reporting
Coordinate and reconcile revenue data with the general ledger and other financial systems
Collaborate with controlling agencies such as Dept. of Treasury, Office of Planning and Budget (OPB), Office of Statewide Reporting and Accounting Policy (OSRAP), Office of Technology Services (OTS), to improve revenue tracking and reporting
Monitor accounts receivable and take corrective actions for delinquent accounts or discrepancies
Support the annual budget process by forecasting revenues and providing historical analysis
Provides requesting documentation to internal and external auditors for all revenue-related audit items
Evaluate, recommend, and help implement systems to automate and modernize revenue collection and tracking
Works with Department Legal staff, licensing staff, and LA Department of Revenue on collection of delinquent civil fine accounts
Prepares annual financial statements for Statutory Dedicated Funds managed by LDWF. These statements are submitted to Federal Sponsors, designated Foundations, and private auditors
Prepares the monthly and quarterly Escrow Fund Reporting for all escrow accounts and submits the reports to the State Treasurer's Office in accordance with Act 361 of the 2017 Regular Session
Prepares quarterly accounts receivable report to submit to OSRAP
Prepares monthly financial reconciliations to LaGov for all fees and self-generated revenue received by LDWF
Prepares various reports for program personnel as needed on Fill material royalties and permit fees, Seismic Fees, Database searches, Bait Dealer performance bonds, Timber Sale performance bonds, Logging access deposits, Sherriff's Office payments, and Artificial Reef contracts
Approves revenue refund requests, credit/debit memos and journal vouchers for Revenue Section
These databases are for the recording and tracking collection of revenue related to the Deer Management Assistance and Civil Penalties Programs
Maintains the accounting for the Sale of Hatchery Oysters Program by setting up escrow accounts for pending hatchery oyster sales and classifying deposits for pending hatchery oyster sales to the escrow accounts, transferring deposits from escrow accounts to revenue accounts and classifying additional revenues once the hatchery oyster sales have been completed, reconciling escrows to pending sales and revenues to completed sales, preparing revenue refunds when needed, monthly and quarterly reporting of escrow balances to the State Treasurer's Office
Maintains the Civil Restitution Collection Program. deposits, classifies, and reconciles civil restitutions and service/administrative fees received; prepares monthly reconciliation report of all restitution revenues collected through electronic transfers to LaGov and to the Enforcement Restitution System. prepares quarterly reconciliation of payment plans for the OSRAP Quarterly Accounts Receivable Report, processes refund of Civil Restitutions paid if a not guilty judgment is provided
Audit and balance revenue recorded in databases and deposited to the State's Financial System
Process refunds for return of funds from sale of confiscated commodities mandated by court orders
Managing the Witness Fee Overtime Offset program for Wildlife and Fisheries Enforcement Division, creates invoices/records payments using the Quick books program to bill the court systems for overtime hours charges; reconciles outstanding balances at the end of each Fiscal Year
Qualification
Required
Seven years of experience in accounting, auditing, financial operations, payroll, or banking
Six years of full-time experience in any field plus twenty-four semester hours in accounting plus four years of experience in accounting, auditing, financial operations, payroll, or banking
A bachelor's degree with twenty-four semester hours in accounting plus four years of experience in accounting, auditing, financial operations, payroll, or banking
A bachelor's degree in accounting, finance, business administration, management, economics, or statistics plus four years of experience in accounting, auditing, financial operations, payroll, or banking
An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus three years of experience in accounting, auditing, financial operations, payroll, or banking
Possession of a Certified Public Accountant (CPA) license plus two years of experience in accounting, auditing, financial operations, payroll, or banking
Knowledge of statutes relative to statutory dedicated funds and their purposes and sources of income
Knowledge of the LaGov ECC financial system
Knowledge of Louisiana's adhoc reporting tool (Business Objects) and revenue chart of accounts
Knowledge of LDWF's organizational structure, inhouse systems, Cash Management Policy and Bonds/Crimes Policy
Knowledge of memorandums of agreement governing certain funds donated to LDWF
