The Advocate II position involves managing internal Advocacy services, ensuring compliance with policies, and protecting residents' rights through advocacy efforts.

Health Care

Responsibilities

Provides staff support and supervision to direct reports while ensuring the department complies with facility policy, DSOHF policy, Advocacy procedures, and all applicable regulatory requirements
Works on behalf of the individuals and their families/guardians to protect residents’ rights through class and case advocacy
Consults and collaborates with facility administration regarding individuals’ rights, investigations of abuse/neglect/exploitation, and other potential rights violations
Ensures that all written reports are factual, accurate, and consistent with statewide DSOHF Advocacy standards
Provides education and training to individuals, families, and facility employees on resident rights and corresponding facility policies
Compiles and maintains statistical information on the work of the Advocacy Department
Provides 24/7 on-call support for the center according to a rotating on-call schedule
Monitors programs throughout the facility to ensure residents’ rights are protected
Assists the Human Rights Committee and support the committee’s work via training and collaboration

Required

Master's degree in a human services program from an appropriately accredited institution and three years of the experience providing diagnostic and treatment or advocacy services for individuals who are developmentally, physically, or mentally disabled, two years of which experience must have been in a supervisory or lead role
Bachelor's degree in a human services field from an appropriately accredited institution and four years of experience providing diagnostic and treatment or advocacy services for individuals who are developmentally, physically, or mentally disabled, two years of which experience must have been in a supervisory or lead role
Bachelor's degree in a human services field from an appropriately accredited institution and five years of human services experience providing skills in investigating abuse and neglect, interviewing techniques, and similar functions, two years of which experience must have been in a supervisory or lead role
An equivalent combination of education and experience
Must be in good standing with the North Carolina Health Care Personnel Registry
Ability to mobilize throughout the large campus and parts of facility
Must be available 24/7 to provide on-call coverage as assigned on a rotating schedule
Positions in the Division of State Operated Healthcare Facilities shall be subject to pre-employment drug testing and criminal record background checks
All employees are required to adhere to the facility's Vaccination Policy

Preferred

Working knowledge of mental health, intellectual or developmental disabilities, substance use services, and the broader human services system
Ability to work independently and supervise a staff person as part of a larger statewide program
The person must possess sound judgement decision-making skills, and the ability to work under stressful situations
Possess exemplary oral communication, analytical, technical writing, and interpersonal skills for managing responsibilities in a high-profile team environment
Prior investigation experience and management experience
Applicants must be able to utilize a computer to complete work in a web-based data entry system and use basic Microsoft Office programs
