General Engineer
Air Force Civilian Service is seeking a Full-Time Supervisory General Engineer at Seymour Johnson AFB, North Carolina. The role involves managing project management processes, refining project scopes, and overseeing construction and warranty periods to ensure operational capabilities of the base's facilities and infrastructure.
Responsibilities
Managing the process of advancing a rudimentary project scope provided by the Portfolio Optimization Element
Refining the scope/estimate
Developing a biddable project requirements package
Negotiating within budget/schedule constraints
Oversight during the construction and warranty period
Supervision of the Project Management Element
Qualification
Required
Must have a professional degree in engineering
U.S. Citizenship Required
Must be able to obtain and maintain a Secret clearance
Obtain & maintain a Security clearance
May be required to serve as a member of the Emergency Response Force during exercises or in the event of an actual emergency
Position requires that the employee acknowledge potential liability as a COR supervisor and that they may be held personally and financially liable for unauthorized contractual actions in accordance with DoDI 5000.72. Professional liability insurance will not be provided by the Government
Position requires the employee to have completed or complete within 30 days of hire all required training to be fully COR qualified
Position requires the employee to have completed or complete within 1 year of hire all required training and have a minimum 2 years facility engineering acquisition or construction experience to meet Defense Acquisition Workforce Improvement Act (DAWIA) Level II certification
The work requires the employee to access facilities and infrastructure which may require climbing on, crawling under or extensive walking at construction sites, hard hat areas or other base areas
This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety
Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually
Knowledge of a wide range of multidisciplinary, professional asset management and engineering theories, concepts, principles, standards, methods, techniques, materials, and equipment as well as knowledge of standard construction and contracting regulations, practices, and procedures
Knowledge of the principles of planning and program management; common business and economic principles, theories, concepts, and procedures; financial management principles and standards; and the DoD Planning, Programming, Budgeting System (PPBS)
Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures
Skill in evaluating state-of-the-art scientific and engineering technologies and incorporating these into the planning, design, operation, maintenance, repair, and upgrade of installation natural/built infrastructure
Ability to analyze, plan, organize, and direct the work operations to meet program requirements and objectives with available resources; and to mentor, motivate, and appraise the staff of an organization
Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government, and industry
Preferred
Professional registration or license as a Professional Engineer or Registered Architect in one of the 50 states or territories is desired but not required
If registered in another state, the incumbent must obtain a North Carolina Professional Engineer or Registered Architect license within 12 months of filling the position
