Assistant Permits Engineer (Civil Engineer II)
The Massachusetts Executive Office of Labor and Workforce Development (EOLWD) is responsible for developing and implementing transportation policies and projects in Massachusetts. The Assistant Permits Engineer will perform engineering reviews of permit applications, assist in the MassDOT permitting process, and ensure compliance with engineering principles and standards.

Responsibilities
Under the direction of the Permits Engineer, performs engineering reviews of permit application submittals and recommends modifications to plans, specifications, TTCP’s and engineering agreements in accordance with MassDOT design criteria, policies, and regulations
Assists the D2 Permits Engineer in all aspects of the MassDOT permitting process, serves as Project Manager for detailed Permitting projects, and provides guidance and direction to consultants, developers, public entities, subordinates, and others to ensure Access Permitting review and issuance is performed in accordance with current CMR’s and that associated construction activities are performed in accordance with current standards
Performs customer service work (email, telephone, and person to person) to potential Grantees and other public and private entities to insure an effective, consistent, and streamlined MassDOT permitting process
Consults and coordinates with various District and Statewide Units and Sections to ensure permits are reviewed and prepared in a timely manner for issuance in accordance with CMR requirements
Prepares Permit submittal packages for the District Permit Engineer's final review, including permit reviews, permit drafts, official response letters, and similar documents
Supervises and inspects approved Permit projects for vehicular and non-vehicular access permits for compliance with engineering principles, standards, permit conditions and engineering plans
Prepares outgoing correspondence in response to customer inquiries, permit submittals and other related unit matters requiring an official response
Assists in correcting violations through communications with abutters
Organizes, reviews, enters, and extracts data into and out of the current (SHAPS) Permit software application
Supervises and coordinates the activities of subordinates engaged in Civil Engineering activities to ensure effective operations. Provides direction, scheduling and consistent employee evaluation
Fulfills the roles and responsibilities of the District Permits Engineer in his/her absence
This position will report to the District Operations Division but be located in the District Maintenance Office. To maintain our high level of customer service, this position will assist District Maintenance on a as needed basis with duties including, but not limited to, answering, and directing phone calls

Qualification
Required
Applicants must have at least (A) three years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials, of which (B) at least one year must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below
SPECIAL REQUIREMENT: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License may be required
Preferred
An Associate's degree with a major in civil engineering or civil engineering technology may be substituted for a maximum of one year of the required (A) experience
A Bachelor's degree with a major in civil engineering or civil engineering technology may be substituted for a maximum of two years of the required (A) experience
A Graduate degree with a major in civil engineering may be substituted for the required experience
