Director of Office Patent Workforce Management

Responsibilities
Leading enterprise workforce planning and position-structure design; developing staffing and compensation projections in partnership with Planning & Budget, Finance, and Data Analytics; and recommending organizational design and resource allocations to meet current and future mission needs
Drafting, clarifying, and implementing workforce policies, standard operating procedures, and guidance covering classification, recruitment, performance management, and onboarding; monitoring adoption across the organization and updating guidance to maintain compliance and consistency
Acting as Patents' primary coordinator for employee and labor relations by analyzing bargaining obligations, planning negotiations or consultations, resolving systemic performance and conduct issues, and coordinating actions with OHR and the Office of General Law
Supervising staff who deliver workforce programs; setting priorities and performance expectations; directing projects and special studies to address workforce challenges
Planning and sequencing work to meet deadlines and priority cases, establishing milestones and monitoring progress. Solving complex, cross-functional problems with interdependent systems and stakeholders. Preparing and presenting executive-level briefings and recommendations to Patents leadership; and ensuring implementation of initiatives with measurable outcomes

Required
You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position
You must meet all eligibility and qualifications requirements by the closing date of the job announcement
Specialized Experience is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled
To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service
For this position, the next lower grade level is a GS-14
To qualify, you must have one year of specialized experience equivalent to the GS-14 level that includes experience with at least three of the following: Leading a team by assigning work, monitoring progress and providing updates; Coordinating workforce planning and human capital initiatives (e.g. by assessing staffing needs, advising on recruitment, position management strategies); Evaluating workforce programs using qualitative and quantitative methods to improve performance management, ensure policy compliance, and to solve complex problems; Providing guidance to various stakeholders regarding human capital and/or workforce planning programs, policies, and projects
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social)
You will receive credit for all qualifying experience, including volunteer experience
Education may not be substituted for specialized experience at this grade level
