Responsibilities
Provide sustainment, acquisition, and financial support for initiatives in support of the E-6B Air Vehicle IPT
Facilitate and manage; spend plans using CSPT, PID planning, align SPID entries with the IPT strategy and contract execution, and respond to and develop program data calls
Track and analyze budget planning, execution data, and schedule execution data to provide actionable inputs and recommendations to the Integrated Product Team Lead (IPTL)
Liaise directly with program office Contract Specialists and Procurement Contracting Officer in the development and processing of SOW, SOO, Performance Based Specifications, CDRLs, Technical Evaluations, and other contractual documentation for contracting efforts
Manage procurements using the PMT including development and management of PID; coordination and preparation of all actions required for conducting Procurement Planning Conferences (PPCs); generation, routing, and tracking of Procurement Planning Agreements (PPAs); and input, tracking, and reporting of PMT actions and milestones
Apply NAVAIR and OSD instructions for acquisition planning, procurement execution, data requirements, program reviews, budget development and coordination, and program planning
Participate in status briefs and recommend responses to program inquiries
Serve as Program Analyst lead for managing, tracking and reporting procurement status and activities
Support the operation of the IPT including scheduling and organizing meetings, making data calls and assessing the data, updating schedules, and supporting development of procurement packages
Track program/project status and schedules
Develop and coordinate program documentation, requirements documents, and program and budget/funding resource plans
Support acquisition strategy development, prepare for program reviews, and review and recommend alternative strategies to reduce program risk
Qualification
Required
Over 10 years of combined experience performing duties described in the functional description with at least 3 of those years analyzing budgets
BA/BS degree from an accredited college or supplemental experience is required
Preferred
At least 3 years of experience analyzing Navy Budgets
Familiarity with aircraft manufacturer design specifications and air vehicle systems
Familiarity with ECP processing and aircraft incorporation
At least 3 years of experience developing and coordinating procurement documentation
Experience with acquisition reviews and cost analysis
Experience with the following: Common Spend Plan Tool (CSPT), Program Management Tool (PMT), Contract Data Requirements Lists (CDRLS), Program, Planning and Budgeting System (PPBS), Statements of Work (SOW), and Procurement Initiation Documents (PID)
Experience working with OEMs, preparing JandAs and developing and editing SOO/SOWs
An understanding of the risk management process and the ability to assist with the preparation or review of CDRLs
Familiarity with the engineering change process and avionics is a plus
Proficiency in MS tools, PowerPoint, Excel, TEAMS, and MS Project
Ability to create pivot tables and graphs of data from exports of CSPT and other sources
