Risk and Loss Prevention Manager

NEOGOV is looking for a Risk and Loss Prevention Manager to oversee the County's risk management and loss prevention programs. The role involves planning, organizing, and administering various safety and insurance programs, as well as analyzing data to improve risk avoidance strategies.

Responsibilities

Plan, organize, administer and maintain the County’s risk management and loss prevention programs
Administers and monitors the effectiveness of the County’s insurance programs including general liability, workers’ compensation, property and medical malpractice
Administers, evaluates and modifies the County’s Safety and Injury and Illness Prevention Program
Develops, recommends and conducts safety inspections and safety meetings/trainings throughout the County ensuring compliance with Federal and State Safety regulations and standards
Investigates and reviews claims against the County to evaluate potential County liability and settlement possibilities
Works directly with third party administrators involved in general liability, workers’ compensation and investigation services, including legal counsel
Oversees the maintenance of accurate employee records ensuring all confidential information and data are secure
Settles claims within authorized limit as appropriate and recommends settlement or rejection as appropriate
Confers with departments regarding risk exposure arising out of County operations and recommends methods to minimize these exposures
Designs, recommends and implements new programs to mitigate risk exposure, reduce costs and increase safety awareness
Serves on committees relating to risk management and safety responsibilities
Evaluates workstation ergonomics, developing recommendations and assists employees with making needed changes
Provides necessary training, support and development to Department Safety Representatives
Presents oral, written and graphic reports to various boards, commissions and / or committees in compliance with state and federal laws
Analyzes the terms of contracts with the County to assure the proper insurance requirements are met
Serves as the County’s designated representative or alternate on TRINDEL’s Board of Directors
Provides supervision and training for assigned staff

Required

Principles and practices of liability or workers' compensation program administration, including government tort claims procedures under California law
Principles and practices of investigative techniques, evidence preservation and accident reconstruction
Pertinent local, State and Federal rules, laws and regulations relating to general liability, workers' compensation and employee health and safety
Methods of compiling and analyzing historical data
Principles and practices of research, analysis and management
Principles and practices of work safety
Modern office procedures, methods and office equipment
Organize, implement and direct general liability or workers' compensation, investigation services operations/activities and safety programs of the County
On a continuous basis, know and understand all aspects of the job; intermittently analyze work papers, reports and special projects; identify and interpret technical and numerical information; observe and problem solve operational and technical policy and procedures
Perform the most complex work of the unit including safety and insurance-risk management related investigations and studies, organize data and develop effective recommendations regarding findings and corrective actions
Make decisions and take responsibility for the risk management and safety programs
Interpret and explain pertinent County and Department policies and procedures, as well as laws, rules and regulations, related to County Risk Management and Safety Programs
Develop and maintain comprehensive records and statistics
Effectively represent the County Administrative Office and the County Risk Management Program with county staff, the public, community organizations and other governmental agencies
Assist in the development and monitoring of an assigned program budget
Establish and maintain cooperative working relationships with those contacted in the course of work
Communicate clearly and concisely, both orally and in writing
Supervise, train and evaluate assigned staff
Possession of, or ability to obtain, an appropriate valid California Driver's License

Preferred

Equivalent to a Bachelor's degree from an accredited college or university with major course work in business or public administration, risk management or a related field
Two (2) year degree from an accredited college or university and 4 years of increasingly responsible experience in safety, insurance, workers' compensation or public entity liability administration or claims adjustment
