Deputy Chief - Adult Probation

Responsibilities

Directly assist the Administration with forecasting and planning budget
Research and identify grants opportunities; assist the Administration with application process; implement and manage grants; compile statistics and submit fiscal and program reports to ensure grant compliance
Collect data, complete statistical analyses and identify trends
Responsible for maintaining fidelity and quality assurance within the department
Conduct performance evaluations in accordance with departmental policy
Develop performance improvement plans for staff; conduct periodic reviews with staff regarding work performance improvement plans; prepare written summary and make recommendations to the Administration
Research and identify best practices in community supervision to achieve the department’s mission to be a leading force for change
Assist the Administration with establishing strategies which reduce recidivism, improve public safety, and offer meaningful opportunities for change
Ensure departmental standards are maintained, workloads are fair and equitable, and individuals are supervised in accordance with Court conditions and risk assessment
Participate in the interview process and make recommendations to ensure the office is adequately staffed
Establish and maintain professional partnerships and collaborate with stakeholders and community organizations
Attend conferences and trainings and attend statewide Chiefs Association meetings in the absence of Administration
Complete 40 hours of professional development training annually, as required by state standards
Undergo and maintain successful: Federal Bureau of Investigation (FBI) Criminal History Clearance, PA Child Abuse History, and MCCF clearances when applicable
Maintain JNET certification
Knowledge and compliance with Mandated Reporting Regulations through PA Child Protective Services Law
Ability to work independently and delegate responsibility
May be required to work non-traditional hours to include: nights, weekends, holidays, and after hours on-call responsibilities
Perform additional duties, tasks, and special projects as required
Ensure that the department adheres to the Pennsylvania Commission on Crime and Delinquency (PCCD) Operating Standards for Adult Probation and Parole Departments in Pennsylvania
Knowledge of West’s Pennsylvania Practice – Pennsylvania Law of Probation and Parole, Commonwealth of Pennsylvania Rules of Criminal Procedure, Sentencing Guidelines as established by Pennsylvania Commission on Sentencing, PA Crime Victims Act, Bureau of Justice Assistance U.S. Department of Justice supported programs and initiatives, including alternatives to incarceration
Ensure staff are effectively utilizing Evidence Based and Best Practices
Position requires frequent travel to attend meetings, conferences, institutional visits, and other office locations for the purpose of effective supervision and quality assurance in accordance with the County Chief Adult Probation and Parole Officers Association of Pennsylvania (CCAPPOAP) standards
Educate officers in Evidence Based and Best Practices including but not limited to: Ohio Risk Assessment System (ORAS), Effective Practices in Community. Supervision (EPICS), Motivational Interviewing (MI), Case Planning, Criminogenic Needs, and other practices designed to elicit positive change
Qualification
Required
Bachelor's degree in criminal justice or a related field; advanced degree preferred
Professionalism and a commitment to treating people with dignity and respect
Proven leadership skills and the ability to develop high performing teams
Advanced knowledge of departmental policy and procedures
Commitment to promoting public safety
Fundamental belief that individuals can change their behavior
Proven analytical experience required, digital literacy
Excellent oral and written communication skills
Excellent time management and organizational skills and the ability to multi-task
Advanced knowledge of the Criminal Justice System, mental health diagnoses, and substance use disorder
Regular travel required
Must possess a valid driver's license
Undergo thorough pre-employment background investigation including satisfactory physical examination and drug screen
