Collyde, Inc. is supporting AT&T’s initiative to transform legacy wireline services. The OSP / Carrier Project Manager will drive assessments, planning, and execution for the migration of Public Safety Answering Points (PSAPs) to fiber-based connectivity.

Responsibilities

Identify in-service wire centers
Support efforts to identify all currently in-service legacy AT&T 9-1-1 services (Selective Routing/CAMA trunks, ANI and ALI) within wire centers targeted for decommissioning
Map copper-based PSAP connections
When a 9-1-1 selective router is present, identify and map existing TDM/non-fiber physical plant and CAMA connections from the selective router to PSAPs within the wire center footprint—especially within AT&T’s 22-state ILEC footprint where 9-1-1 service obligations apply
Inventory and assess current services
Confirm which PSAP(s) are on TDM/non-fiber plant and document the 9-1-1 service(s) being provided
Assess nearest fiber service availability
Identify the nearest fiber-based service POP (e.g., AT&T AVPN over fiber or equivalent future service) from which fiber can be extended to the PSAP
Evaluate cost, schedule, and engineering impacts
Assess engineering feasibility and develop implications for cost, schedule, and delivery approach to extend fiber connectivity
Plan the service transition
Where 9-1-1 customers are the remaining dependency for wire center decommissioning, support sunsetting the traditional 9-1-1 service and planning transition to new AT&T ESInet services or IP-based legacy 9-1-1 service (in development), including any required physical plant and PSAP updates
Develop the remediation package
Bundle findings into a Wire Center Transformation and Decommissioning Assessment and Remediation Package detailing the process, cost, schedule, and services needed to convert PSAPs to fiber and disconnect them from the impacted wire center
Support review, approval, and PSAP communication
Assist with package review/approval and support delivery of the plan to PSAPs, including timeframe and expectations for transition
Project planning and initiation: define scope, objectives, deliverables; develop project plans (timelines, milestones, resources)
Resource allocation and coordination: coordinate internal/external stakeholders; assign tasks aligned to expertise
Assessment and data collection oversight: ensure thorough evaluation of wire centers and 9-1-1 services; monitor mapping of copper-based CAMA connections
Cost and schedule management: develop estimates and budgets; track expenses; manage schedules to deliver each phase on time
Risk management: identify risks, develop mitigation strategies, and adjust plans as needed
Stakeholder communication: provide updates, reports, and documentation; facilitate approvals and stakeholder buy-in (including PSAPs and internal leadership)
Quality assurance and control: implement QC measures; conduct reviews/audits of deliverables
Implementation and transition: oversee copper-to-fiber transition activities; coordinate ESInet deployment; support decommissioning execution with no service interruption
Documentation and reporting: maintain assessment, remediation, and transition documentation; prepare final reports for archival
Project closure and evaluation: lead close-out, capture stakeholder feedback, document lessons learned, and ensure documentation is archived

Required

Bachelor of Science or Bachelor of Arts degree

Excellent written and verbal communication skills

Experience working in change control-oriented environments; knowledge of testing strategies and defining acceptance criteria
