Responsibilities
Draft, review, and update mission assurance and emergency management policies, standard operating procedures, and concepts of operations
Develop training materials for watchstanders, Crisis Action Team members, security staff, and Federal Coordinating Center personnel
Plan, coordinate, and evaluate tabletop, functional, and full-scale exercises
Develop exercise planning packages and after-action reports
Support interagency coordination, meeting documentation, and action tracking
Additional duties as assigned
Qualification
Required
Minimum five (5) years of experience supporting federal or Department of Defense policy development, emergency management training, or exercise programs
Demonstrated experience serving as an action officer, policy analyst, or exercise planner
Strong written and oral communication skills
Bachelor's degree in public policy, Emergency Management, Homeland Security, National Security Studies, or a related discipline
OR ten (10) years of relevant personnel security experience in lieu of a degree
Active Secret clearance
May be required to move equipment/files weighing up to 50 pounds
May require sedentary work at least 50% of the time
Reports to a physical location which occasionally requires the ability to traverse between buildings
Ability to manage stress with a high degree of maturity/professionalism
Demonstrated critical thinking and leadership skills and the ability to work well with others
Effective verbal and written communication skills
Preferred
Prior experience supporting Navy Medicine, Defense Health Agency, or Department of Defense headquarters policy efforts
Prior experience supporting emergency management or mission assurance programs
Familiarity with Navy staffing, coordination, and policy approval processes
Familiarity with Federal Coordinating Center and Patient Reception Station plans
Homeland Security Exercise and Evaluation Program training
Federal Emergency Management Agency Incident Command System training
Experience developing training curricula and exercise documentation in accordance with federal standards
