Chief Financial Officer

Responsibilities
Works in partnership with the Chief Operating Officer and Chief Executive Officer to create the strategic and business plan for the Organization
Develops the financial roadmap for effective implementation of the organization’s mission and vision
Oversees, evaluates, and improves day-to-day financial operations, policies, and procedures to ensure alignment with the organization’s overall strategic vision and long-term growth
Ensures the fiscal health of the organization by setting and meeting revenue goals, managing expenses, and providing annual budgets as well as multi-year forecasts
Creates the strategy for the charting of accounts and devises the necessary infrastructure to critically analyze and evaluate the many different departments and cost centers within the organization
Leads and holds accountable senior financial staff that include accounting, revenue cycle, grants management, data specialists, and financial assistance coordinators
Acts as the staff liaison to the Financial and Audit Committee of the Board of Directors, providing up-to-date analyses and strategic financial planning
Ensures accurate and timely reporting of all financial reports to the various stakeholders, including profit and loss statements, cash flow, revenue cycle, Medicare cost report, and vendor settlement statements
Works closely alongside other members of the Executive Leadership Team to ensure a cohesive and collaborative environment that successfully executes the core business operations and service delivery
Ensures accurate and effective processes remain in place for all medical, pharmaceutical, and dental practice billing, and monitors performance of both internal and contract billing personnel
Develops and maintains a system of internal controls to safeguard the financial assets of the organization
Oversees the coordination and activities of independent auditors ensuring all A-133 audit issues are resolved, as well as all other audits and reviews by government grants, including the Operational Site Visit
Manages relationships with external partners, including banks, auditors, and other financial service providers
Responsible for all IRS filing requirements
Responsible for accurate financial reporting to all regulatory agencies such as HRSA for all FQHC requirements including the Operational Site Visit (OSV)
Qualification
Required
At least 5 years of experience leading financial departments in a Federally Qualified Health Center or similar environment, at a Senior or Chief Financial Officer level
7 to 10 years of experience working in either a community health center or multispecialty outpatient medical practice environment
7 to 10 years of experience managing fiscal elements of Federal grant awards
Bachelor's degree in finance, business, or accounting with preference given to applicants with a master's degree in business, finance, or related field
Proven track record of successful financial management, including experience developing and implementing financial strategies, managing budgets, and overseeing financial reporting and compliance
Effectively delegates core financial functions across multiple teams with the emphasis on efficiency and accuracy
Exceptionally effective at setting priorities, holding team members accountable, and focusing on achievable outcomes and measures
Must be successful in overseeing the management of a complex revenue cycle that includes outpatient medical care, dentistry, psychiatry, and pharmacy
Not-for-profit accounting in accordance with U. S. Generally accepted accounting principles, OMB Circulars A-133, A-110, and A-133, regulations and compliance requirements and appropriate Code of Federal Regulations sections
Exceptional communication skills; must have the ability to work efficiently among different teams with competing priorities
