Project Management Spec III
Texas Department of Transportation is looking for a Project Management Specialist to coordinate the development, implementation, maintenance, and support of department projects. The role involves extensive project management responsibilities including scheduling, risk assessment, and training project personnel.

Responsibilities
Develops and supports Standard Operating Procedures for developing, maintaining, and archiving project schedules
Develops, publishes, and delivers technical training and guidance to project personnel on planning and scheduling of projects
Evaluates and makes recommendations for developing, monitoring, and updating integrated project plans and schedules so that projects may be executed in the most efficient and effective manner possible
Identifies risks, assess their impact on projects and develops contingency plans to mitigate potential impacts
Oversees the planning, development and maintenance of detailed project schedules and facilitates on-time completion of projects with the optimal level of resources available
Conducts and makes recommendations concerning project audits, manages project schedules, analyzes progress reported against the work schedules and recommends actions to improve progress
Updates, evaluates, and makes recommendations concerning the accuracy of the project forecast by assessing actual cost incurred and physical progress achieved for all phases of the project
Oversees the scheduling of all activities associated with assigned projects to produce an integrated critical path schedule, updates as required, and reports potential problems and/or problem areas
Oversees the change management process by evaluating the reason for the change to the project schedule and budget, processing the Change Order request, and revising the project schedule and estimate baselines
May serve as a lead worker by serving as a resource for complex questions; presenting workflow and operational updates to the supervisor/manager; providing input on team members’ career conversations; and approving leave requests to ensure operations coverage
Analyzes and reports on program funding change scenarios and their impact to individual project schedules
Analyzes schedule trends, determines risks and supports management in evaluating options for corrective action
Assesses and reports actual project progress versus planned progress to determine trends and variances
Assesses and reports planned and completed effects of project schedule changes
Assists project managers to establish realistic and achievable schedule baselines
Ensures proper schedule controls are appropriately implemented and maintained
Monitors and reports on major milestones for the program portfolio
Monitors and reviews the work of others to ensure project plans and schedules include the entire scope of work, management requirements, schedule hierarchy, division of responsibility, schedule review and approval requirements
Reviews detailed project schedules to ensure compliance with Department policies, practices and procedures
Resolves discrepancies by collecting and analyzing information
Prepares special reports by researching, collecting, analyzing, and summarizing information and trends
Develops and presents budget/cost summaries to the project managers and other employers
Supports the project management team and aides with the maintenance of timely and effective change management processes, procedures, and systems
Performs project monitoring and data collection to determine if a project is progressing according to budget
Assists in the change management process by evaluating the reason for the change to the project schedule, processing the Change Order request, and revising the project schedule baseline
Assists in updating and evaluating the accuracy of the project forecast by assessing actual cost incurred and physical progress achieved for all phases of the project
Coordinates project meetings and conducts presentations
Performs other job responsibilities as assigned
Qualification
Required
Bachelor's degree in a related discipline
4 years project management or development, construction/engineering support, or related experience
Valid driver's license
Extensive knowledge of applicable analysis methodologies
Extensive knowledge of program/project planning, development, and management methodologies
Extensive knowledge of project scheduling and coordination activities
Extensive knowledge of Critical Path Method for managing projects
Considerable knowledge of planning, design, and construction processes for transportation projects
Considerable knowledge of budgeting methods and procedures
Considerable knowledge of applicable laws, rules, and regulations
Expert skill in establishing plans and setting objectives and goals that support overall business strategy/results; anticipating and adjusting for problems/roadblocks
Expert skill in researching, analyzing, and interpreting policies and state and federal laws and regulations specific to functional area
Expert skill in overseeing and coordinating projects and program activities
Expert skill in coordinating labor, materials, and equipment
Expert skill in prioritizing and organizing work assignments
Expert skill in preparing technical/statistical reports
Proficient skill in public relations for maintaining effective working relationships with individuals and groups, both internal and external
Proficient skill in managing projects and project teams
Proficient skill in training in a classroom, office, or field environment
Proficient skill in developing and giving presentations
Proficient skill in using computers, applicable programs, applications, and systems
Ability to communicate effectively with all levels of management and employees
Initiates and supports quality management activities and performance management measures to provide the highest quality products and services that meet the needs and requirements of internal and external customers
